In recent years, with the development of e-government system, the traditional mechanism of collaboration and data sharing between government departments face great challenges and difficulties, such as slow transmission of information, low efficiency of collaboration. In the face of kinds of resistance and difficulties in traditional e-government, we should play the role of internet thinking and service ability and replace island model with platform strategy and drive government innovation by data resources, so we can realize the transformation and upgrading of the traditional government affairs. Based on geographical spatial information sharing technology and the present situation of geographical spatial data sharing and problems(such as data unified planning and management, lack of law and policy of information sharing, data sharing between different departments, etc.), this paper studied how to make use of the Internet technology to establish a shared service system. This system can provide service for information and data sharing between different governments departments and facilitate exchanges and cooperation, also it can provide convenience for decision making. The main research conclusions are as follows:(1) The study use RIA style design and build a Web GIS data sharing platform(Deyang Sichuan province geospatial data sharing platform), based on Arc GIS Server and combined with PHP, Flex and other technologies. The platform realize data sharing such as geospatial data including vector data and raster data, attribute data, documentation and other resources.(2) Based on My SQL database engine, this paper designed a simple and practical database and designed and built seven database table structures. By using this database, the platform can store and manage the data of managers and functional departments and authority and other data. The database was designed for providing data services for the back-stage management system and the front-end display system.(3) This paper designed and developed the back-stage management system based on PHP technology in order to manage and operate the database. The main parts are as follow:User management: The back-stage management system set different user levels(super administrator, administrator, web editor, casual users, if there is demand, managers can add a new role based on the actual situation), while designed and realized manager operation such as add user, edit user, delete user, etc.Authority management: According to different user roles(ie user level), the back-stage management system designed and set up the appropriate permissions to use the system. The system assigned the appropriate permissions based on role. Manager can directly specify their respective roles to complete the specified user rights, without a separate operation when when created a new user. Also system added extensions. Manager can add, edit, delete permissions node(the system need to prepare the corresponding execution) according to the case.Data management: System designed and implemented of a data directory display, add data, upload, delete, and other functions, and designed the function of uploading data to corresponding counties or departments to realize the function of data classification. Upload data types support multiple data formats(compressed file, document file, spreadsheet files, etc) and the path to the server of upload data stored in the database tables were provided to the client download.Department Management: System designed and implemented county and city departments directory display, and the functions of classification, add, edit, delete.(4) The paper designed and developed the front-end display system based on Flex technology and RIA style. Map operation included basic operation of geospatial data(map browsing, roaming map, map zooming, etc) and interactive operation of eagle-eye map and control of the map layers and addition of vector elements and deletion of vector elements and function of query of spatial data attribute including attribute display and map elements highlight display. Data operation included query and display geospatial data, attribute data and other data, also function of data download.
