Based on the new technologies of RIA and REST, how to make the flex technology andREST style architecture applied to the network map service system development was discussedby using the ArcGIS Server and the flex framework as the platform. The main contents includedin the following aspects:1,The current network map service status and the development trend were analyzed, aswell as the problems in the GIS data construction. Based on analyzing the research andapplication of the network map services,development of WebGIS on the basis of RIA andREST style architecture, the paper designed the technology roadmap of building the networkmap service system depending on Flex and REST.2,The construction of framework data of the network map service system was analyzed,including the content and process of constructing the topographic map data, names address data,image data and electronic map data. And the processing methods of the electronic map datawere also summarized. Through a series of operations and processing, eventually an electronicmap with better figures came into being. Simultaneously, this paper analyzed the updating andmaintenance management and the problems of the system data, with the applying of thedistributed storage and publication, as well as the centralized management of services.3,The overall structure and specific framework of the network map service system basedon Flex and REST were designed, and the specific content of the various components of thesystem. With the specific project examples, the development methods of the network mapservice system based on Flex and REST and its problems were summarized in the paper as well.4,The application of the Changzhou network map service system based on WebGIS,RIAand Flex was completed. The dynamic display, query, analysis, processing and other functionsof the basic geographic information data were also realized. The system got a wealth of visualeffects and excellent user experience. It run smoothly, and had great system scalability forintegration of different sources. Studies have shown that development of the WebGIS systembased on Flex and REST has got broad applicational prospects.
