The Nineteenth National Congress pointed out that China’s economy has changed from the phase of rapid growth to the stage of high-quality development.As an important phenomenon in economic development,the study of high-tech industrial agglomerations through scientific and technological innovation and high-quality economic development will help to widen the channels of high-quality economic development.Is the higher the degree of high-tech industrial agglomeration,the more conducive it is to promoting China’s scientific and technological innovation and highquality economic development? Does scientific and technological innovation play an intermediate role in the process of high-tech industrial agglomeration,which influences high-quality economic development? This paper examines the mechanism of action of high-tech industrial agglomerations on scientific and technological innovation and high-quality economic development as well as the optimal interval of industrial agglomerations.Based on China’s provincial data from 2000 to 2018,this work establishes an index system of high-tech industrial agglomeration,scientific and technological innovation and high-quality economic development.According to the causes,high-tech industrial agglomeration is divided into technological agglomeration,diversified agglomeration and competitive agglomeration,and then measured by site entropy,three-stage DEA and entropy method.In the empirical part,different spatial econometric models are established to test whether positive and negative correlations,linear or nonlinear relationships and intermediate effects exist between the three.The empirical results show that:(1)the relationship between high-tech industrial agglomeration and high-quality economic development and scientific and technological innovation is nonlinear and has an inverted U-shaped effect,and scientific and technological innovation plays an indirect mediator role.It is estimated that the optimal interval is [0.09,0.2].The industrial agglomeration degree of seven provinces including Inner Mongolia Autonomous Region,Heilongjiang Province,Hainan Province and Yunnan Province is slightly lower than the optimal interval,and the high-tech industrial agglomeration degree of five provinces and cities including Tianjin,Jiangsu Province,Jiangxi Province,Guangdong Province and Chongqing is higher than the optimal interval.(2)The relationship between diversified spillover agglomeration and highquality economic development and scientific and technological innovation is non-linear and shows an inverse U-shape.The impact of technological spillover agglomeration and competitive spillover agglomeration on high-quality economic development and scientific and technological innovation decreases linearly.It is estimated that the optimal support interval is the diversified agglomeration [0.055,0.15].The diversified degree of agglomeration of five provinces such as Guangxi,Shaanxi Province and Yunnan Province is slightly lower than the lower limit of the interval,and the high-tech industry degree of agglomeration of six provinces and cities such as Beijing,Fujian Province,Sichuan Province,Jiangsu Province,Jiangxi Province and Zhejiang Province is higher than the upper limit of the interval.The characteristics of this work are mainly reflected in: under the condition of extending the data time span and comprehensive metrics,after verifying the inverted U-shaped impact hypothesis of the high-tech industrial agglomeration on the highquality economic development,it is further divided into Technological agglomeration,Diversified agglomeration and competitive agglomeration.It is tested that only diversified agglomeration has an inverted U-shaped impact on scientific and technological innovation and high-quality economic development,and the impact of the other two agglomeration types decreases linearly,and estimate the interval to maximize the promotional effectiveness of high-tech industrial agglomerations,which is helpful to give more detailed planning suggestions.The conclusion is that this paper makes two proposals:(1)actively construct and improve the joint management mechanism of regional economic development and make reasonable use of the spatial spillover effect to jointly promote high-quality economic development and scientific and technological innovation.(2)We will do a good job in planning high-tech industrial agglomerations and innovation zones and take targeted countermeasures for different types of agglomeration of high-tech industries,to improve the efficiency and quality of agglomeration and to promote high-quality economic development and the achievement of the national innovation-driven development strategy.While we continue to moderately control the development of technological and competitive agglomerations,we should continue to support the development of diversified agglomerations.
