| In 2009,the State Ethnic Affairs Commission officially launched the selection of "villages with Chinese ethnic characteristics",rescuing and protecting a large number of ethnic villages.However,after ten years of top-down selection and protection practice,local governments often pay more attention to development than protection,and the protection quality of villages with ethnic characteristics is uneven.Through the summary and analysis of the literature and research related to ethnic villages,it is found that the better protected villages generally have a high level of public participation,while the worse villages have the opposite.Therefore,the author attempts to discuss the possibility of improving the level of public participation in promoting the protection quality of ethnic minority characteristic villages.It is not only to understand the characteristics and laws of public participation in village protection,but also to deepen the theoretical research and strategy discussion of public participation in village protection.Through the analysis of existing studies and the investigation and summary of 33 ethnic minority characteristic villages in Guizhou Province,it is found that in the practice of public participation in village protection at the current stage,in addition to the low level of overall public participation,there are also problems such as confusion in the cognition of participants and misunderstanding of the category of participants,In the existing theoretical research,there are also three kinds of defects: "we can make a deeper demonstration on the public participation model suitable for village protection","we can pay more attention to the differences between the subject and object of public participation in village protection" and "we should dig deeper into the systematic characteristics of public participation in village protection".The main reason for these problems and shortcomings is that most mainstream scholars,officials and even enterprises pay high attention to the vulnerable groups in public participation from the perspective of reductionism,such as "community participation".However,due to the neglect of the particularity and systematic characteristics among the participants,their research results Policy outcomes often do not enhance the overall level of public participation.Therefore,this paper chooses modern system theory as the guiding theory of research.By using the comprehensive integration method and introducing stakeholder theory and game theory,this paper focuses on the four logical nodes of "whether to participate","what to participate","who to participate" and "how to participate",so as to explain the characteristics of public participation mechanism in the protection of ethnic minority characteristic villages,Then it summarizes the achievements and significance of this study at the theoretical and strategic level.Then,from the perspective of system integrity,it is proposed that reducing the participation cost by means of information technology should be used as the optimal strategy to improve the level of public participation in village protection under the "integrated public consultation and decision-making mode",and on this basis,the existing government led mode in village protection in Guizhou The enterprise leading mode and community leading mode put forward the corresponding participation and optimization technology strategy.Finally,taking the "Shuidong Township house" project in Longguang village,Kaiyang County,Guizhou Province as an empirical case,this paper makes an empirical study on the specific application of information technology in the spatial protection of Shuidong Township house and its practical impact on the participants,which proves that the application of modern information technology can effectively improve the level of public participation in village protection in practice,So as to improve the quality of village space protection.The research innovations of this paper are as follows:(1)in order to systematically study the public participation in village protection,this paper constructs the research framework of public participation system in village protection with ethnic minority characteristics from the perspective of modern system theory and taking the comprehensive integration method as the logical basis.It also puts forward that the system research framework needs to solve the four logical problems of "whether to participate","what to participate","who to participate" and "how to participate";(2)In order to screen the most suitable public participation model for village protection,Thomas’ public participation decision-making model is used,and it is proposed that the "overall public consultation decision-making model" should be taken as the best participation model for village protection.(3)In order to clarify the participation mechanism of each participant,a game model of public participation system for the protection of villages with ethnic minority characteristics is constructed by using game theory,and the calculation and trend analysis of the evolutionary game model are carried out with the hypothetical value in line with the strategic equilibrium relationship.It is clarified that the change of participation cost will lead to the significant change of participation intention,Finally,it is proposed that reducing the participation cost with modern information technology can significantly improve the level of public participation. |
