Research On Measurement Of High-quality Development Of China’s Iron And Steel Industry And Improvement Path

In the context of the new normal and the development of supply-side economic system reform,as one of the core industries of China’s national economy,the high-quality development of the iron and steel industry will have an extremely important impact on the entire national economy.At present,with the continuous development of China’s steel industry,the contradiction between resources,environment and industrial development is becoming more and more prominent.Resource shortage,high energy consumption,environmental pollution,overcapacity and other problems are becoming increasingly serious,while the existence of a large number of low-capacity,decentralized small and medium-sized iron and steel enterprises,but also increased the difficulty of the transformation of the steel industry.2021,Li Keqiang formally proposed in the work conference in 2030 carbon peak,2060 carbon neutral goal,the iron and steel industry is a typical high carbon emissions industry,emissions accounted for about 15% of the national proportion.In this regard,this paper argues that the high-quality development of the steel industry is to adopt the "five development concepts" of innovation,coordination,green,open and shared development.In the new period,it is important to know how the overall development of China’s steel industry is,what are the key factors affecting the high-quality development of China’s steel industry,and how to measure the development quality of China’s steel industry more accurately and quantitatively.To this end,in this paper,after comprehensive analysis of supply-side structural reform theory,high-quality development and other theories,with the goal of achieving the task of supply-side structural reform of China’s iron and steel industry proposed by the Party Central Committee,with the new requirements and evaluation of high-quality development as the main line,according to the description of the five development concepts,the factors affecting the high-quality development of the iron and steel industry are attributed to scientific and technological innovation,industrial coordination,green cycle,international openness,social sharing In this way,we constructed a high-quality development index system with 5 primary indicators,16 secondary indicators,and more than 50 evaluation and analysis items.On the basis of the reliability and validity of the indicators,32 industry experts were invited to compare the primary and secondary indicators of the index system and to complete the quantitative evaluation of the weight of the indicators with the help of fuzzy hierarchy analysis.After that,CFCS-TOPSIS analysis model was constructed,and the quantitative evaluation and ranking were carried out with the statistical data of China’s steel industry from 2000 to 2019 as samples.Finally,with the help of vector autoregressive model and coupled coordination degree model,the evaluation results of each index item calculated by CFCS-TOPSIS model were validated and analyzed,and specific measures were proposed to promote the high-quality development of China’s iron and steel industry.The research content of this paper is briefly described as follows.1.A comprehensive analysis of the development status and problems of China’s iron and steel industry is completed.The analysis shows that the global steel industry development pattern of developed countries no longer exclusively dominates the position of steel producing countries,and the position of developing countries has been enhanced.China occupies an absolute market share in terms of crude steel production and steel consumption.However,the concentration of China’s steel industry is low,and the problems of industrial development are still prominent,specifically:(1)total overcapacity,lack of high-quality products,and insufficient international high-end technology and product competitiveness.(2)innovation capacity is not strong,some high-grade key varieties of steel still need a lot of imports.(3)unreasonable industrial layout,part of the steel enterprises by the environment and other objective factors severely restricted.(4)low industrial concentration,the steel industry industrial restructuring needs to be addressed.(5)Weak control of resources,lack of control over upstream iron ore resources.How to change,solve or alleviate these problems,and gradually promote China’s steel industry to the road of high-quality development has become a key issue of the current China’s steel industry.2.The construction of the evaluation index system of high-quality development of China’s steel industry was completed.With the help of expert survey method and hierarchical analysis method,two comparisons and comprehensive analysis of each primary and secondary index were conducted to complete the quantitative analysis of index weights.3.The CFCS-TOPSIS model was constructed,and the statistical data of China’s iron and steel industry from 2000-2019 were used as samples,and the comprehensive analysis and comparison of the development quality of China’s iron and steel industry was completed by combining the index weights.The analysis results show that get China’s steel industry in 20 years of rapid development,especially after 2011,China’s steel industry showed rapid development,2015 due to industrial restructuring,resulting in a certain impact on the overall development,but after 2017,began to rapid development results,2019 reached the highest level in history.4,on the basis of the application analysis of the evaluation index system,with the help of vector autoregressive model and coupled coordination degree model,the evaluation results of CFCS-TOPSIS model were validated.The coupled coordination degree model of five first-level indicators shows that 2000-2008 is a rapid rise in the coupled and coordinated development of China’s steel industry,during this period,China’s government adopts intervention and market regulation During this period,the government adopted an industrial policy that combined intervention and market regulation,actively joined the WTO,promoted the reform of the management system and enterprises,raised the market access threshold of the steel industry,and focused on optimizing the industrial structure,and the system moved from a state of mutual incoordination to a state of steady coordination;from 2009 to 2019,China was in a stable stage of coupled and coordinated development of the steel industry.formulated industrial policy to maintain the coordinated and orderly development of the steel industry,maintaining a relatively stable and well-coordinated state.5.According to the results of the evaluation and analysis of the development quality of China’s steel industry,and with reference to the requirements and goals of the high-quality development of China’s steel industry,specific paths for the high-quality development of China’s steel industry are proposed:(1)adhere to the high-quality development of the steel industry driven by scientific and technological innovation,and implement a continuous strategy of building a high-level talent team for the steel industry;adhere to the development path of mainly self-innovation;adhere to the development path of continuous innovation and breakthrough in high-end products;adhere to the development path of "innovation" and "breakthrough" in the steel industry;and adhere to the development path of "innovation" and "breakthrough".(1)Adhere to the development path of self-innovation;adhere to the development path of continuous innovation and breakthrough in high-end products;adhere to the development path of "integration of two industries" and "intelligent manufacturing".(2)Insist on the coordinated operation of industry to drive the high-quality development of steel industry,promote the coordinated operation of industry with the increase of industrial concentration,reduce production costs and improve production performance with the help of industrial synergy,and improve the overall competitiveness of industry by further optimizing industrial layout.(3)Adhere to the path of green cycle of high-quality development,with the goal of energy saving and emission reduction,sustainable development,strengthen the energy conversion function of steel enterprises;establish and improve the green industry chain,promote the development and application of green steel materials,etc.(4)Adhere to international openness to drive the high-quality development of the steel industry,build a two-way open,synergistic sharing of the industry chain linkage innovation development model,actively carry out international investment and operation in the steel industry,and vigorously promote the export of equipment and high-end products.(5)Implement the path of socially shared high-quality development,deepen system reform,improve the efficiency of enterprise human resource management,and implement the combination of quality and efficiency improvement and employee care,etc.In short,in order to better make the steel industry on the path of high-quality development,is to adhere to the five development concepts of scientific and technological innovation,industrial coordination,green cycle,international openness,social sharing,seize the opportunity,overcome difficulties,continue to promote the structural reform of the supply side,driven by scientific and technological innovation,and strive to achieve the development goals of the steel industry.
