According to the report of the 19 th National Congress of the CPC,China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development.As an important basic industry of the national economy,the steel industry is not only an important support for the construction of a manufacturing power,but also a key link to achieve highquality development.Although China has become a major steel producer and exporter in the world,it is also faced with serious industrial pollution,high energy consumption,low resource utilization rate,overcapacity and other problems.To this end,the Chinese government has issued a series of environmental policies to promote the high-quality development of the steel industry.But how is the current level of quality development of steel industry? How does the current environmental policy affect the high quality development of the steel industry? None of these questions is clear.In order to solve the above problems,this research in connotation and definition of high quality iron and steel industry development combing the analysis of the present situation of domestic and foreign research,based on the development of our country environmental regulation,iron and steel industry development present situation,has carried on the system analysis,and combining with related theory,put forward environmental regulation of the iron and steel industry in the development of high quality effect hypothesis,lay the foundation for the follow-up work.Then,the TOPSIS model based on G1 and entropy weighting is used to measure and analyze the high quality development level of China’s iron and steel industry in combination with the data of economy,innovation,informatization,environment and quality from 2006 to 2019.Finally,based on the selection of different environmental indicators,the entropy method is used to measure the implementation of three types of environmental regulations: command and control,market incentive and voluntary.The Tobit regression model is constructed to analyze the differential impact of different environmental regulations on the high-quality development of the iron and steel industry.The results showed that:(1)The non-linear relationship between command control environmental regulation and high-quality development of iron and steel industry is not significant,but the two show a negative linear relationship.(2)There is a positive "U-shaped" nonlinear relationship between the market incentive environmental regulation and the high-quality development of the iron and steel industry.At present,the intensity of the national market incentive environmental regulation is just on the right side of the inflection point and is in the promotion stage.Therefore,the subsequent strengthening of the market incentive environmental regulation will improve the high-quality development level of the industry.(3)There is a positive "U-shaped" nonlinear relationship between voluntary environmental regulation and the high-quality development of the iron and steel industry.At present,the intensity of national voluntary environmental regulation is on the left side of the inflection point and is in the restraining stage.We must strengthen voluntary environmental regulation to make it cross the inflection point,so as to promote the high-quality development of the iron and steel industry.According to the research results of this paper,it is proposed to optimize the combination of environmental tools by combining the differential effects of different environmental regulations;According to the actual situation,we should reasonably use command-controlled environmental regulations and properly implement mandatory environmental protection measures;Continue to deepen the research on market incentive environmental policies,and give full play to their incentive role to promote the high-quality development of the industry;Suggestions on improving voluntary environmental regulations and strengthening the intensity of voluntary environmental policies.It can provide direction for the government to improve the high-quality development level of the iron and steel industry and formulate relevant environmental policies of the industry.At the same time,it also has reference value for the healthy development of other high pollution industries. |
