Measurement And Analysis Of Coupling Coordination Between Ecological Protection And High-quality Economic Development In The Huaihe River Basin

As the optimal choice of spatial distribution of economic and social development,economic belt construction has become an important strategic fulcrum of China’s regional economic development and ecological civilization construction.The Huaihe River Ecological Economic Belt is an energy and mineral reserve base,a main functional area for grain production,and an important transportation hub connecting east,west,north and south in China.It is also a potential area for realizing ecological protection and high-quality economic development,as well as harmonious integration of natural environment and human activities.However,the Huaihe River Basin is faced with multiple pressures such as lagging economic development,tightening resource constraints and fragile ecological environment,and is also shouldering the dual tasks of improving ecological environment and developing economy with high quality.Meanwhile,there is significant spatial heterogeneity in resource factor endowment,economic and social construction,ecological environment pollution and other aspects.Therefore,the ecological protection and coordinated development of economy and society in Huaihe River Basin is facing severe challenges.In this context,it has become an inevitable choice to explore the combination point of the dual effects of ecological civilization construction and economic development in the Huaihe River Basin and promote the coupling coordination of ecological protection and high-quality economic development in the Huaihe River Basin to alleviate man-land conflict and achieve green,coordinated and sustainable development.The research contents of this paper include the following four aspects: First,the coupling and coordination mechanism between ecological protection and high-quality economic development is deeply analyzed.Secondly,the coupling coordination between ecological protection and high-quality economic development in the Huaihe River Basin is scientifically evaluated.Thirdly,the spatio-temporal evolution of the coupling coordination between ecological protection and high-quality economic development in the Huaihe River Basin is comprehensively revealed from multiple dimensions of spatial distribution pattern,source and contribution of spatial differences,dynamic evolution law of distribution,and long-term trend prediction.Then,the influence factors of the coupling coordination between ecological protection and high-quality economic development in the Huaihe River Basin are empirically tested by introducing obstacle degree model.Finally,countermeasures and suggestions are put forward to realize the harmony and unity of high-standard ecological protection and high-quality transformation development in Huaihe River Basin.The results show that:（1）The coupling coordination between ecological protection and high-quality economic development in the Huaihe River Basin shows an increasing trend.（2）The coupling coordination between ecological protection and high-quality economic development in the Huaihe River Basin shows significant spatial non-equilibrium distribution characteristics,and the inter-regional difference is the main source of the coupling coordination spatial difference.According to Kernel density analysis,the coupling coordination of the whole Huaihe River basin and the provinces show an expanding trend,and the absolute differences show a narrowing trend.In terms of long-term trend shift,the coupling coordination shows an obvious positive trend.（3）The obstacle degree of highquality economic development system is always higher than that of ecological protection system,and public transportation and open environment are the key obstacle factors hindering the coupling coordination between ecological protection and high-quality economic development.On the basis of above research,this paper comprehensively explored the coupling and synergistic improvement path of high-standard ecological protection and high-quality transformation and development in accordance with local conditions and time conditions in the Huaihe River Basin from the aspects of coordinating ecological protection and economic development,giving full play to regional comparative advantages and grasping weak links,and eventually to provide decision support for the overall promotion of ecological environment improvement and development quality reform in the Huaihe River Basin and the formation of the green,coordinated and sustainable development pattern.
