Since the 18 th CPC National Congress,the CPC Central Committee has attached great importance to water resources management,emphasizing that water resources are the biggest rigid constraint for high-quality economic and social development.In order to implement the Party's water control policy and ideas in the new era,and realize "water determines economic structure","water determines development scale",and "water determines industrial layout",this article starts from the perspective of water rights.Discuss how the allocation of water rights can be used to optimize the allocation of water resources,study the optimization of agricultural planting structure,resolve the crisis of "resource water shortage",improve the carrying capacity of water resources,and realize the stable and coordinated development of the comprehensive system of water resources,ecological environment,and economic society.Regional transformation,upgrading and development provide water resources protection.Taking the plain of Handan as an example,this research constructs a water resource carrying capacity system based on the distribution of water rights and water use structure according to the regional natural resources,economic and social conditions,water resources and their development and utilization,and carries out the theoretical model proposed by the research institute.verification.The main research contents and conclusions are as follows:(1)Theoretical framework of water resources carrying capacity analysis based on water rights allocationThis paper systematically analyzed the influence of water right distribution on water resources carrying capacity,including water resources carrying capacity theory,water right and water right distribution theory,and the relationship among water right allocation,optimal allocation of water resources and water resources carrying capacity,where the influence mechanism of water right allocation on water resources carrying capacity was elaborate.It showed that water right allocation was an effective way to change the situation of "supply according to demand" and improve water resources carrying capacity.(2)Establishment of agricultural water structure optimization modelThe agricultural water structure optimization model was constructed,taking the maximum water use efficiency as the objective function,and the ratio of regional total agricultural output value to total agricultural irrigation water consumption was used to characterize the water use efficiency.According to the optimal planting structure of the model,it was rationalized and corrected according to the actual irrigation infrastructure and regional characteristics.The results showed that after the adjustment of agricultural planting structure,agricultural water consumption decreased significantly: the annual agricultural water demand is reduced by 36.10% in wet year,the average agricultural water demand is reduced by 38.14% in normal year,and the average agricultural water demand is reduced by 38.12% in dry year.(3)Water right allocation model considering water supply and consumption orderConsidering the order of water supply and consumption,a water right allocation model was established.The goal of the model was to optimize the economic benefit,social benefit and environmental benefit.First,according to the principle of allocation of water rights,the order of water supply for different water users from different water sources was established as the water right coefficient.Then,it was incorporated into the objective function of the model,and the genetic algorithm was used to solve the model.The results showed that after the optimal allocation of water rights,the co-ordination of supply and demand of water resources and the dynamic balance of groundwater can be achieved in the planning level year.(4)Construction and evaluation of water resources carrying capacity index systemBased on the results of optimal allocation of water rights and combined with Agricultural Water Structure System,the index system of regional water resources carrying capacity was constructed.From the perspectives of water quality and water volume,a two-element water resources carrying capacity calculation model was established,and two indicators of water resource easing and water resource overloading were used to qualitatively evaluate water resources carrying capacity.The water resources capacity of the current regional level,the water resources carrying capacity after the annual water right distribution in the planning level,and the water resources carrying capacity of "making up for the apology by abundance" in the time scale after the water right distribution in the planning level year were evaluated.The results show that the adjustment of regional agricultural planting structure,water right distribution and "making good use of abundance for apologizing" can significantly improve the capacity of water resources.(5)Study on regional development planning considering water resources carrying capacityThe multi-objective decision-making analysis model of water resources carrying capacity was constructed.The objective function was the largest GDP,the largest population carrying water resources and the smallest pollutant emission.From the macro level,the three levels of population,ecology and economy were included to achieve the coordination of the three aspects.NSGA-? algorithm was used to solve the model,and the non inferior solution set satisfying the constraints was obtained.Decision makers can determine the "balance point" of water resources,social economy and environment by looking up the table,making the future regional economic and social development plan.
