With the increasing population and the increasing production capacity,people's demand for water resources is also increasing,but the freshwater resources available to human beings are limited,and because of the limited level of science and technology or human understanding,there is a certain degree of waste in exploiting water resources.In addition,human consciousness of water saving and environmental protection is weak,which aggravates the waste and pollution of water resources.Under such severe water resources situation,it is urgent to study the scale of local water resources,avoid water resources exhaustion caused by over-development of economy or water resources waste caused by poor economic development,effectively utilize water resources,promote coordinated development among resources,environment,population and economy,and build a beautiful Chinese dream.Taking Rongchang District of Chongqing as the research area,this paper evaluates water resources and water resources development and utilization through the statistical data of Rongchang District over the years.According to various policy outlines and planning reports,this paper reasonably predicts the population,economy and water demand of Rongchang District in the future level year.The simulation model of water resources optimal allocation is used to study the new supply in the planning year while keeping the existing water supply projects unchanged.Under the three water supply schemes of water reservoir and new water supply reservoir and reservoir connection project,the balance of water supply and demand in each level year and the amount of waste water discharged into the water function area in Rongchang District are balanced,and the carrying capacity of water resources in each level year in Rongchang District is calculated by multiple feedbacks.The main work and research conclusions are as follows:(1)The total annual water resources in Rongchang District is 422 million m~3.In2015,the resident population was 700,100,000,and the water supply was 170 million m~3.It mainly relied on water storage projects and water supply projects,accounting for 86%of the total.Conducting surveys and analysis of water resources conditions in Rongchang District,forecasting economic development trends,water demand forecasting and water supply forecasting for Rongchang District planning level,based on the three-balanced allocation idea,using model feedback to calculate three water supply schemes under Rongchang District 2020,2025 The number of people and the economic output value that water resources can carry in the year and 2030.(2)In 2020,the water demand in Rongchang District is 216.81 million m~3,the water supply is 19.71 million m~3,the water shortage is 19.3 million m~3,and the water shortage rate is 8.90%.In 2020,the total resident population of water resources in Rongchang District is 70.69.10,000 people,GDP is 59.998 billion yuan,sewage treatment rate is 0.48,the recycling rate is 0.18,and the amount of waste water discharged into the water function area is 29.64 million tons;(3)In 2025,Rongchang District has a water demand of 228.28 million m~3,a water supply of 210.14 million m~3,a water shortage of 18.14 million m~3,and a water shortage rate of 7.95%.In 2025,Rongchang District has a total resident population of 712,200.The GDP is 93.758 billion yuan,the sewage treatment rate is 0.57,the recycling rate is0.27,and the amount of waste water discharged into the water function zone is 39.66million tons;(4)In 2030,the water demand in Rongchang District is 232.94 million m~3,the water supply is 227.6 million m~3,the water shortage is 5.34 million m~3,and the water shortage rate is 2.29%.In 2030,the total resident population of Rongchang District water resources is 71.76.Tens of thousands of people have a GDP of 140.227 billion yuan,a sewage treatment rate of 0.77,a recycling rate of 0.44,and a waste water discharge capacity of49.596 million tons.
