Thanks to the successful discovery and exploitation of enormous resources since the founding of New China, a large number of resources cities have sprung up, contributing to the rapid development of China's socialist modernization construction. However, misled by the erroneous belief that there is a boundless wealth of resources available for use, many resources cities, after long period of irrational and intensified exploitation of resources, is now faced with a series of major challenges such as depletion of resources, severe pollution, monotonous industrial stucture, local fiancial difficulties, mounting pressure from expanding unemployment, economic slowdown and social stability. With the transition of the national economic system, these economic, social and natural challenges become even more apparent. Thus, in this national econmic transition, how to prevent resources cities' excessive reliance on resources through industrial restructuring and promote their sustainable development is now a crucial task and major issue of strategic and practical significance in seeking for coordinated development of regions and in building a harmonious society.This research, based on defining the basic concepts of resource, resources city, resources industry, evolution of industrial structure, analyzes the main features of resources cities and structure of resources industry of China. By combining the principle of scientificity and practicality, comprehensiveness and systematicness, qualitative and quantitative analysis, simplicity and operability, embryology and dynamics, this research divides resources cities into three categories—resources industry relied cities, resources industry stressed cities and resources industry oriented cities, through Cluster Analysis. This research clarifies the criteria of Cluster Analysis through the features of industrial structure of cities in different categories and selects K-means as the clustering method for resources cities. It utilizes the SPSS software package to categorize the 12 resources cities including Zaozhuang, Dongying and Jining to verify the feasibility of Cluster Analysis. According to input and output, this research has conducted category analysis on resources industry stressed cities and resources industry oriented cities and established three models for studying the evolution law of industrial structure—Alternative Evolution Model, Unbalanced Evolution Model and Deffusion Evolution Model. Through analysis and ordering of the Impact Factors on the industrial structure evolution of resources industry stressed cities and resources industry oriented cities, this research sets up industrial transition models for these cities. Taking the two cities Zaozhuang and Yanzhou as example, it has studied their industrial structure evolution and proposed measures for their industrial transition in the future. As there is a dialectic relationship between industrial transition and sustainable development, the objective and direction of sustainable development are also represented in the transition process. The factors to affect industrial transition are exactly the issues to be stressed and resolved in the sustainable development. Therefore, this research has proposed the countermeasures and guarantee system.By applying qualitative and quantitative research approaches to authentic facts and summmarizing previous research, the current research studies the status quo and existing problems of resources cities and analyzes their inherent new law and features. Under the current circumstances that both foreign and domestic resources cities are seeking for industrial transition experience, this research studies the industrial transition, sustainable development and other major issues of this particular type of cites, i.e. resources cities, of China and especially of Shandong province, with a view to providing theoretical basis for government policy formulation and administration and both theoretical and practical reference for resources cities and their industrial development.
