As a resource,land is characterized by scarcity and non-renewability.In the process of urban construction,the use of land resources is also irreversible.The allocation of land resources will have a profound impact on society,economy,and ecology.Under the current slowdown economy which has a heavy downward pressure,the pattern which through the use of land resources to pursue economic benefits in the past in all types of Economic Development Zone has been unsustainable.Therefore,from the perspective of promoting the integration of the city and industry,research on the optimal allocation of land resources between Inter-regional and intra-regional,will not only provide practical guidance for solving problems that restrict economic development in terms of scale,structure,and spatial distribution of land resources,but also has a significant importance to promote sustainable use of regional land resources and sustainable development of industries in development zones,and to truly realize the integration of cities and industries.Based on combing the domestic and foreign relevant research on city-industry integration and the optimal allocation of land resources,the paper is based on the theory of fair efficiency,man-land relation theory,and sustainable development theory,and integrates the development of city-industry integration and the optimization of land resources as a whole system.The research constructed an assessment model for city-industry integration based on the optimal allocation of land resources.By using Analytic Hierarchy Process and ArcGIS software's spatial analysis,a grid analysis of the study area was carried out,which in a certain sense has not only achieved a quantitative analysis,but also achieve a qualitative analysis of the spatial layout of the calculation results.The paper takes Rudong Economic Development Zone as the research area,and based on its land use data and socio-economic data from 2011 to 2015.The land use situation during the "Twelfth Five Year Plan" period in the study area was carried out in terms of scale structure and spatio-temporal evolution.Based on the investigation and study,combined with the model of integration of cities and industries,the production-city integration degree of 13 grids and the entire park in Rudong Economic Development Zone was calculated.From the calculation results,the calculation results are distributed in the range of 0.03-0.45.As a whole,the degree of integration of city and industry within the zone is quite different.In the core area of the zone,production,life,and ecology have been highly integrated.These highly integrated production planning units can provide a powerful reference for the dislocation of production cities or areas that have not yet begun to deploy industries and urban development.The planning units at the periphery are faced with the problem of separation between industries and cities,which is mainly manifested at the edge of a single land use,lack of supporting life,industrial development level is not high.Judging from the spatial characteristics,in general,in the east-west direction,the economic development zone appears to be closer to the central part of the park,and the integration of city-industry is higher;In the north-south direction,the closer to the county area,the higher the degree of integration of the city of production is.According to the evaluation results of the degree of integration of cities and industries,the paper proposes the optimal allocation of land resources from the perspective of the city-industry integration.After analysis,this configuration method is reasonable,effective,and feasible.It can promote the sustainable use of land resources in the study area,achieve the coordinated development in aspect of society,economy,and ecology in the Economic Development Zone,and promote the city-industry integration in the research area.The methods and configuration results of the optimal allocation of land resources have theoretical and practical value for the optimal allocation of land resources in the same type of research area.Finally,the paper also puts forward the policy suggestions that need to strengthen planning and guidance in the development of the city-industry integration,and require innovative policies and systems.
