Research On The Supply Of The Rural Home-Based Care Services For The Elderly In Liaoning Province

In the great process of building a well-off society in an all-round way," the elderly should be looked after properly" has become one of the important goals of improving people’s livelihood.Home-based care services for the elderly as a new type of interactive service model,fits the elderly people’s traditional concept and their desires,it has also become the ideal pension choice for the elderly gradually.However,providing home-based care services for the old people in rural areas is not only an important practical problem but also a theoretical issue that needs to be studied deeply,because of the scattered residence,the relative lack of public pension resources and the low level of socialized elderly service in rual areas.In the supply of the home-based care services for the elderly in rural areas,governments,enterprises,non-profit organizations,communities and families have their respective advantages as well as limitations.This dissertation takes the supply of home-based care services for the elderly in rural areas of Liaoning Province as the research object,and analyzes the existing problems and their causes in the supply of care service for the elderly in rural areas,so as to promote the sustainable development of home-based care services for the elderly in rural areas of Liaoning Province.First of all,guided by welfare pluralism theory,this dissertation analyzed the subject,object,content,way and mechanism of home-based care services supply for the elderly in rural areas.It defines the home-based care services for the elderly in rural areas provided by multi-providers including the government,enterprise,non-profit organization,community,and family.The ways of service supply is comprised of the spillover of institutional pension service,family nursing homes and rural mutual happiness hospital supply.The content of service includes life care,medical care,spiritual comfort,social participation and others.Therefore,it is a complete providing and delivery system of home-based care services for the elderly in rural areas.We should make clear the role and funtions of the government,enterprise,non-profit organization,community,family,neighborhood and other providers.Secondly,with the gradual improvement of the supply system of rural endowment service for the elderly the development of rural home care services in Liaoning are divided into three historical stages:germination stage,formation stage and development period based on the difference of the supply resources of home-based care services.At the same time,it reflects the historical period of the transition from family pension to social pension,from service organization oriented to community oriented about rural pension service in Liaoning province.Thirdly,The level of demand,the demand intensity and the demand and supply level and strength and the supply efficiency of rural home-based care services in Liaoning Province were calculated based on the survey data of the supply and demand situation of rural home-based care services in Liaoning Province,comprehensive use of interviews,participant observation method,questionnaire survey method and quantitative analysis method.The results demonstrated that there are several problems in the rural home care service supply in Liaoning province,such as the limited service facilities,the low coverage,the limit of the service supply versus the diversity of the service demand and the lack of highly collaborative problems.The causes include:(a)the provider of rural home-based care services is not mature;(b)multi protection mechanism is not perfect;and(c)lack of the capacity of collaborative supply.Therefore,this dissertation put forward some suggestions to cultivate the diversified provider of rural home-based care services,including improving the multi security mechanism of home-based care services supply,promoting home-based care services collaborative supply,so as to realize the effective supply of home care services in rural areas of Liaoning province.At last,the supply of the rural home-based care services for the elderly is a new interactive model for the elderly security in Liaoning province.The development of the rural home-based care services in Liaoning province should implement the accurate supply,based on the demand intensity,cultivate the multiple supply providers,build the rural home-based care service diversity collaborative supply mechanism.All of these measures are the key to improve the supply level of rural home-based care service for the Elderly in Liaoning province,to realize the final goal of "the elderly should be looked after properly".
