Research On The Practice And Optimization Strategies Of Rural Home-Based Elderly Care Services In Qidong City,Jiangsu Province

In recent years,with the continuously decline of birth rate and mortality rate and the extend of life expectancy,the aging of the population in China has intensified.There is a large and constantly increasing population of elderly people in rural areas,but the aging security for the elder is difficult to meet because of the average income gap between urban and rural areas and the lack of nursing homes,leading to the failure of promotion of the sense of gain and happiness.At the same time,national policies strongly supports the development of rural home-based care service,which has the advantages of being highly recognized by the rural masses,compatible with traditional culture and suits with the economic situation of the rural elder.So it is necessary and feasible to carry out home-based care service in rural areas.This paper mainly adopts Documentary Analysis,Field Research,Interview Survey and Questionnaire Survey to research on the demand and development path of rural home-based care service based on data summary and quantitative analysis,combined with Family Life Cycle Theory,Maslow’s Hierarchy of Needs and Social Support Theory,which takes the civil affairs bureau of Qidong,six regional government departments,village committees,third-party organizations and the elderly over 60 years old in rural areas as the research objects.As a town of longevity,although Qidong’s rural home-based care service has achieved certain results,there remains some shortcomings in the implementation of rural home-based care service,such as inadequate service facilities,insufficient policy support,incomplete supervision system,imperfect service support and so on,which still exists a gap in terms of meeting the needs of professional wellness,cultural entertainment,sports fitness,spiritual consolation,legal aid and other aspects that the elderly are more concerned about.Drawing on the advanced experience of home-based care service abroad,combined with the current situation of Qidong,this paper explores the solutions to optimize rural home-based care service from the following four aspects.Firstly,in terms of improving home-based care service facilities,it is not only necessary to make up for the shortcomings of the infrastructure,but also to explore intelligent home-based care services,so as to build a rural home-based care service information sharing mechanism.Secondly,we must carry out policy guarantees for home-based care services,not only to fulfill inclusiveness,but also to strengthen the family support function and the elderly maintenance guarantee,in order to implement diversified service guarantees,optimize the promotion of home-based elderly care.Thirdly,we need to complete supervision mechanisms of rural home-based care service via strengthening the supervision of home-based care services as well as performing the supervision functions of government.Fourthly,we need to optimize the rural home-based care service mode through strengthening service promotion,defining targets scientifically,enriching service content and improving the professional level of service personnel.
