Dai Historical Archival Information Resources Exploitation Based On Semantic Web

Boost of the ability of human beings to recognize and exploit the world brings about the rapid development of computer and network information technologies.The emergence of Internet has changed the way people receive,use and publicate information,and World Wide Web,as an application of Internet,has become the most important platform and tool for people to conduct information use and communication.In Web 1.0,people passively receive and use information resources;in Web 2.0,people,as information receiver and creator and provider,exchange and communicate information.To meet the information need,Semantic Web,as the most significant symbol of Web 3.0,has been proposed.Semantic Web is based on the meta-metadata language XML,RDF data model is expressed in RDF/XML,the shared knowledge conceptualization Ontology is expressed in OWL/XML,thus the information resources is fully expressed in a machine-processable and machine-readable way.Semantic Web breaks the barriers among humans and machines,enabling people to access and obtain information and knowledge.In the environment of Semantic Web,the value and functions of information resources can be exploited by applying semantic information technologies in information exploitation and management.As an important and irreplaceable part of archival information resources system in China and human knowledge resources system,Dai historical archival information resources also should be exploited and managed by Semantic Web technologies.Dai historical archival information resources exploitation based on Semantic Web can be conducted in three levels.In the first level,according to the features of Dai historical archival information resources,the scientific classification of Dai historical archival information resources is conducted,the matadata schemes and specification of Dai historical archival information resources is designed,the method of ontology construction of Dai historical archival information resources is introduced and illustrated by the construction of Dai medical knowledge ontology.The works of this level realizes the semantic organization of Dai historical archival information resources.In the second level,the method of creation and publication of Dai historical archival information resources as Linked Data is suggested,and the model of Dai historical archival information resources integration based on Linked Data technology is proposed.The works in this level realizes the information and knowledge resources integration and aggregation of Dai historical archival information resources among archives,related information institutes and all kinds of information resource in the global information space of Semantic Web.In order to ensure and guarantee the implementation of the works in the former two levels,the third level of Dai historical archival information resources exploitation based on Semantic Web is to transform the traditional archival information exploitation and construct the assurance mechanism composed by policies and laws,regulation and standards,cooperation and communication mechanism,and talents cultivation mechanism,which is the implementation strategy for the Dai historical archival information resources exploitation based on Semantic Web.
