Study On The Regulation Of Internal Data's Serials

Regulation of internal data's serials is a unique publishing regulation in China.It has played a positive role in reducing transaction costs,inhibiting opportunism,and protecting the interests of the audience.Regulation of internal data's serials is the result of the game between regulation of newspapers and periodicals and organization's rights of freedom of press.Regulation of newspapers and periodicals oriented to mass communication media was originally designed to be complementary with regulation of internal data's serials oriented to organization communication media,adjusting all kinds of serials,and co-building seamless system of regulation of serials.However,the original intention was not achieved due to the limitations of operation regulations,and the limitations of legal attributes of object of the regulation.The limitations of the regulation are called regulatory failures which have affected efficiency of allocation of resources,and resulted in loss of social welfare.In this paper,theory of modem publishing,theory of government regulation,theory of daily life and theory of public goods were learned from,while sampling,comparison,case studies and other research methods were used.In these theories,while by these research methods,causes,features and functions of internal data's serials were discussed,parts,evolution of understanding and social relevance of regulation of internal data's serials were analyzed,and publishing status quo,existing problems and regulation changes of internal data's serials in Jiangsu Province were studied systematically that was representative in the country,designed to provide a reference for regulation innovation.Regulation of internal data's serials,which came from "Administrative Measures for Internal Data's Publications",was the product of static publishing security concept.To make sure that there was not any accident in content by eliminating negative externalities,controlling the amount of grow,strengthening entry regulations and operation regulations,disregarding objective essential attributes and objective economy attributes of object of the regulation.This was a typical publishing regulation in planned economy.On the contrary dynamic publishing security concept aimed at achieving cultural influence by encouraging positive externalities,respecting rights of freedom of press,strengthening content regulations,quality regulations and incentive regulations while relaxing entry regulations and operation regulations.It was an ideology born out of market economy.Internal cause of regulation changes was regulatory failures,while external causes were objective needs from regulation objects,also development and changes of institutional environment.Since January 1997,regulation types and regulation systems of internal data's serials in Jiangsu Province have changed.In the case of regulation type,economic regulations have undergone changes from continuous strengthening to continuous relaxation,while social regulations have undergone changes from relative relaxation to continuous strengthening,showing the phenomenon of "double inflection points".The apparent reason for this phenomenon was changes of understanding while the essential reason was changes of publishing security concept.In the case of regulation system,regulation changes presented the phenomenon of "dividing line".The motivation of this phenomenon was publishing security concept too.Ideology is a concentrated reflection of political,economic,cultural and other factors.The phenomenon of"Double inflection points" and "dividing line" indicated that publishing security concept as core ideology was important external cause of regulation changes of internal data's serials.In November 2008,provincial cities in Jiangsu Province were authorized with "Internal Data's Serials Permit".In practice,the vast majority of provincial cities obeyed rules,but there were individual provincial cities arbitrarily increasing the license conditions.This situation also existed in 15 sub-provincial cities and 11 provinces in the country.In addition,the authorized.situation about "Internal Data's Serials Permit" was various.We can see that publishing security concept as core ideology was the decisive factor for regulation change's direction of internal data's serials.Because ideology has features of being refractory and being recurrent,the game between dynamic publishing security concept and static publishing security concept will be a long process.In continuous relaxation process of economic regulations of internal data's serials in Jiangsu Province,there was only delegated approval authority which had relation with relaxation of entry regulations.However,operation regulations were not relaxed,in the meantime,objective essential attributes and objective economy attributes of object of the regulation were not recognized by the regulation.In reality,operation regulations of internal data's serials were always challenged by"County Newspaper","PR Journal","Council" and "digitization".We realize that regulation changes should be made top-level design,and national regulatory body should play decisive role in regulation changes.The "decision" of the 3rd Plenary Session of 18th CPC Central Committee required to actively and steadily push forward market-oriented reforms from the breadth and the depth.Regulation innovation of internal data's serials must be consistent with the direction of market-oriented reforms,and should draw experiences and lessons from Jiangsu Province and other regions.The basic idea of regulation innovation is as follows.On the macro level dynamic publishing security concept should be adhered to.On the medium level legal attributes should be made consistent with objective attributes of object of the regulation.On the micro level we should relax economic regulations,strengthen social regulations,and ensure regulation execution.Market should play decisive role in allocation of resources,while government should better play its role.In short,regulation innovation of internal data's serials should be integrated into the great practice of deepening reforms,and become an integral part of market economy.
