Abstract/Summary:
High-standard farmland construction could keep capital farmland in tracts and suitable for modernized agricultural production and management with complete base installations,high yield and stable income and good ecology landscapes by land consolidation.High-standard farmland construction is able to store grains in soils and enhance the soil fertility and becomes the important content for consolidating and strengthening agricultural foundation.On one hand,the High-standard farmland construction could satisfy sustain demands for agricultural products of citizens’ by enhancing quality of cultivated land and soil fertility.And on the other hand,it also could provide stable guarantees of agricultural development and national economic development.Nowadays,high-standard farmland construction is brought into the national key strategy and disposition.However,the well-facilitated farmland implementation management faces two problems which are urgent to be solved with constructing.First,implementing and locating the high-standard farmland construction in line with local conditions is the highest priority and the concerned problem needs to research for governments in complex physic-geographical environments and unbalanced locational conditions in our country.Second,because of big differences in invest,technical measures,construction difficulty and construction effect of high-standard farmland construction in different physic-geographical environment and locational condition,the high-standard farmland construction performance evaluation becomes a hotspot of social attention in science,objectivity and comprehensiveness.Therefore,there are vitally theoretical and practical significance in ascertaining characteristics of potential and input-output in different regions,confirming regional influence factors for locational choices and evaluating performance scientifically in high-standard farmland construction.In this article,the comprehensive potential and project characteristics of high-standard farmland construction were researched by large data statistics,field research and calculation in Sichuan province.And the characteristics of quantities,scales and constructions about high-standard farmland construction with objects,such as The Layout Plan of 10 million mu High-standard Farmland in Sichuan Province from 2011 to 2015 and its supporting constructions.Then,the regional differentiations of input and output of high-standard farmland constructions in different landforms were analyzed to reveal their influence factors through Gini coefficient usually used to comprehensive survey the internal income distribution of residents.Moreover,it used matter element analytical method to analyze input – output characteristic and influence factors of high-standard farmland constructions in different regions and evaluate total effect and performance over Provincial scales.Therefore,it could provide support theories and practical supports and put forward improvement strategy and suggestions for rational distribution,scientific arrangements,sound developments and effects about high-standard farmland construction in special and complex natural,social and economic condition in Sichuan province.1.Main conclusions of the study are as follows:(1)The comprehensive potential of high-standard farmland construction were evaluated and partitioned in practice by Ward clustering method with social,economic and natural condition in Sichuan province.There was the highest comprehensive potential in the hilly region of Sichuan basinand the mountain areas around the Sichuan basin.And there were middle and lower levels in the majority of counties and regions in landform areas.Among five landform areas,the hilly region of Sichuan basin had the highest comprehensive potential in basic conditions,agricultural economic strength and regulating potential.After well land reclamation and construction in earlier stage,there were high quality of cultivated lands,high utilization in the Chengdu plain,but it had less proportion of agriculture and not high potential.And its key works are to enhance farmland productivity,increase agricultural mechanization and develop scale and intensification in the future.The southwestern mountainous area had low comprehensive potential and unbalance areal distribution of high-standard farmland construction.However,the northwest mountainous area had the lowest comprehensive potential,fragile environment and no condition about high-standard farmland construction in large scale in Sichuan province.(2)Potential characteristic.There were divided into four regions,such as the Chengdu Plain,the hilly region of Sichuan basin,the mountain areas around the Sichuan basin and the southwestern mountainous area with natural conditions,geomorphology,cultivated land utilization and the main product areas of newly increased 5 billion kg grain.According to potential levels,the key construction projects counties included all counties in middle grade and high grade in the Chengdu Plain and the hilly region of Sichuan basin,80% areas in the mountain areas around the Sichuan basin and 89% areas in the southwestern mountainous area in 100 counties and 19 cities and states.And it confirmed key tasks and contents to support high-standard farmland construction projects implementation and provide theoretical basis for The Layout Plan of 10 million mu High-standard Farmland in Sichuan Province from 2011 to 2015.(3)Feature analysis for high-standard farmland construction with objects,such as The Layout Plan of 10 million mu High-standard Farmland in Sichuan Province from 2011 to 2015 and its supporting constructions.There were two kinds of high-standard farmland construction,such as the comprehensive renovation and the reform – improvement,and differentiated construction standards for different landform areas.And there needed pump fund into construction,including the government funding,the key government agencies’ funding and the social funding.Among them,the government funding occupied the main part,the second was the key government agencies’ funding,but the social funding was a little.There were unbalance about quantities and scales of construction projects.After constructing,it kept them increase areas and grains and promote quality of cultivated land.However,there were problems about lack funding,unequal configurations,insufficient land reclamation team constructions,no interests of farmers and not enough utilization,management and protection at the later stage.(4)The input-output of high-standard farmland construction was analyzed by Gini coefficient,which was usually used in integrated survey about income distribution of residents in international,to measure differences in input levels and output levels and explain distribution characteristics about input effects and output effects quantitatively in different landform areas in Sichuan province.Gini coefficient of five landform areas showed the northwest mountainous area > the southwestern mountainous area >the Chengdu plain > the hilly region of Sichuan basin > the mountain areas around the Sichuan basin.There was a big difference in all province with unit area investment as 0.4424 in Sichuan province.The indices about unit area investment of the Chengdu plain,the hilly region of Sichuan basin and the mountain areas around the Sichuan basin were all lower than 0.2 in highly average level.And the southwestern mountainous area had the index between 0.2 and 0.3 in relatively average level.However,the northwest mountainous area had the highest index as 0.7986 more than warning line as 0.5.From Gini coefficient about high-standard farmland areas,increased agricultural acreage and capacity of specific investment,the northwest mountainous area had indices much more than warning line as 0.4 in highly inequality level.And these three indices of the Chengdu plain,the hilly region of Sichuan basin and the mountain areas around the Sichuan basin were between 0.1 and 0.4 in reasonable level.What more,the southwestern mountainous area had the index more than warning line as 0.4 in oversize difference level or highly inequality level.Except the northwest mountainous area,these four areas all did not exceed highly inequality level as 0.5,and there was unbalanced output effects of high-standard farmland constructions in Sichuan province.With difference comparison about input and output,there were big differences in output and small differences in input.On one hand,it showed that input and output could not measure efficiency about high-standard farmland constructions.On the other hand,it also showed that improvement and increase of plough land production capacity needed more considers about nature,society and economy.And there should be expanded in construction and management in space coordinated regulation in high-standard farmland.(5)The empirical analytical framework was established and the influence factors of location were analyzed with regression models in the high-standard farmland construction in Sichuan province.There were main influence factors,including GDP of primary industry,agricultural population,agricultural acreage and soil potential,of the high-standard farmland constructions in different landform areas in Sichuan province.The high-standard farmland constructions were under the influences of different geographical condition,economically and socially developmental level and agricultural production condition in Sichuan province.There were prominent positive correlation relationship between investment volume and four factors,such as GDP of primary industry,agricultural population,agricultural acreage and soil potential.Therefore,the decision of high-standard farmland constructions should pay close attention to the GDP of primary industry,agricultural population and agricultural acreage and potential with considering about agricultural development,improvement of production and life and basis security function of plough land.(6)There were two performance evaluation systems been built at two levels,such as the area and the project,and been used to evaluate performance at area level by matter element analysis in the article.There was the highest performance index in the hilly region of Sichuan basin and lower performance index in the mountain areas around the Sichuan basin and the northwest mountainous area in performance evaluation at area level.And there were good level in quantities,aggregate investment and investment volume in unit area of construction projects.The performance of 80% of high-standard farmland constructions were excellent in the Chengdu plain in performance evaluation at project level.There were more than half of high-standard farmland constructions had good level in area proportion,output performance indicator and social benefit.And there were some main factors including newly increased grain capacity,plough land,density of road network of performance evaluation.Moreover,more than half of constructions had ordinary and bad level in investment volume in unit area.There was the largest agricultural acreage,the heaviest productive grain task and the highest performance index of high-standard farmland construction in the hilly region of Sichuan basin in Sichuan province.Although,there were the best natural,social and economic conditions in the Chengdu plain,its rate of return on investment decreased with high utilization degree,impeccable base installation,realizing the full potential and marginal effects.Therefore,the key area of high-standard farmland constructions should be changed into the hilly region of Sichuan basin.The mountain areas around the Sichuan basin and the southwest mountainous area had low performance indices,however there were a lot of plough lands,high agricultural population,poor base installation and big room for improvement of performance in the future.Furthermore,these two areas could be the key areas of high-standard farmland constructions from agricultural integral development and rural development strategy in Sichuan province.2.Improvement strategies and suggestionsOn the basis of research results,there were some improvement strategies and suggestions put forward in the article,including optimizing overall arrangement of high-standard farmland constructions,implementing constructing assignment,contents and measures and intensifying whole process control and supervision.3.Innovation points(1)Innovative research perspective.The potential and construction characteristic of high-standard farmland constructions were calculated and analyzed under complex geographical condition from regional landform condition analysis.And,the regional Gini coefficient and correlational analysis methods were used to analyze characteristics and factors of input and output in different landform areas.Moreover,the construction performance in different geographical condition was revealed under the middle level performance evaluation system.There were few scientific researches about the analysis of high-standard farmland constructions in different landform condition,so this research provide a new research perspective of layout,development and judgement about high-standard farmland constructions in complicated physic-geographical environment and unbalanced economic location in China.(2)Advanced research method was used.In this study,the Gini coefficient,which was usually used to comprehensive survey the internal income distribution of residents,was used to build regional Gini coefficient calculating model to calculate difference in input – output indices of high-standard farmland constructions.And this calculating model could measure difference degree in high-standard farmland construction input – output levels in different districts and counties in different landform areas.Moreover,regional Gini coefficient could analyze and quantitatively explain regional differences in high-standard farmland construction input – output effects in different landform areas in Sichuan province.(3)The regional potential,input-output characteristics and performance of high-standard farmland constructions were revealed in Sichuan province for the first time.The comprehensive potential and regions of high-standard farmland constructions were calculated and the regional differences and factors of input – output effects were uncovered in different landform areas in Sichuan province for the first time in this article.And on this basis,the performance evaluation was afforded to partition high-standard farmland constructions at two levels to provide planning,construction and implementation management for high-standard farmland constructions in the future.
