Research On Performance Evaluation Of High Standard Farmland Construction

The construction of high-standard farmland optimizes the land use structure and layout to a certain extent,increases the effective cultivated land area,and improves the basic farmland quality and sustainable utilization capacity.The research work on performance evaluation of high-standard farmland construction is the basis for the project investment entity to correctly select and carry out high-standard farmland construction,and it is also the basis for scientific decision-making.At the same time,China’s high-standard farmland work has brought great achievements in construction,but it also has many problems such as the project can not be completed on time,the quality of the project is not up to standard.In this context,it is of great practical significance to evaluate the performance level of high-standard farmland construction.Based on the relevant theoretical basis and project construction practice,this study analyzes the overall implementation of high-standard farmland construction in Chongren County,and selects 15 high-standard farmland project areas in Chongren County for completion and acceptance in 2017 as an empirical research object.Based on the data and field visits and surveys,the “process logic” performance evaluation index system of “input-process-output-effect” is established,and the index weights are determined by the combination of analytic hierarchy process and entropy weight method.The matter-element extension model calculates the comprehensive relevance of each item,and finally the overall evaluation result is obtained.The specific research results are as follows:(1)According to the comprehensive relevance of all projects,the approximate level of project performance can be judged.It is concluded that the performance level of high-standard farmland projects in Chongren County is generally at a “good” level,and the performance levels between the projects are uneven and the difference is large.(2)Analysis of the overall results of Chongren County: 1)When evaluating and analyzing according to individual indicators: Among these projects,the investment rate per unit area,the rate of completion of work and the rate of increase and improvement of farmland flood control rate are the highest.The excellent and good grades in the evaluation project are over 90%;the newly added arable land rate,public satisfaction,new grain production capacity per unit area and land reclamation rate evaluation grades are generally distributed in general and poor grades.Therefore,it can be roughly determined as the main influencing factor of the performance of the 2017 high standard farmland project in Chongren County.2)According to the “process logic” evaluation analysis: During the whole project construction process,the investment,process and output of the high-standard farmland project in Chongren County performed well,but the performance level of the project construction effect is not high,which is to improve the project performance in the future.The main direction of horizontal construction.3)According to the results of project evaluation: From the overall evaluation results,the proportion of excellent and good grades reaches 75%,and it can be concluded that the overall performance level of high-standard farmland construction in Chongren County is better in 2017.Most projects can proceed smoothly according to the arrangement,resulting in good performance.(3)In the field investigation and research,it shows that there are many problems in the construction of high standard farmland in Chongren County.The project planning design and specific construction are quite different,the construction progress is slow,and some projects are of poor quality.The project management work is not completed after the project is completed and put into production.In place,the public satisfaction of the project is not high.(4)Chongren County should pay attention to improving the public participation mechanism and project planning and design scheme of high-standard farmland in the future construction of high-standard farmland,and reduce unnecessary project changes;land ownership adjustment and project basis should be done after project completion acceptance The management and protection of the facilities will enhance the public satisfaction of the project.
