The Performance Evaluation Of High Standard Farmland Construction Based On Matter-Element Model

In recent years,along with industrialization and urbanization advancement speeding up,arable land resources have been greatly affected in both quantity and quality,and the efficiency of food supply has been reduced.At the same time,the size of China’s population is also expanding,the human-terrestrial contradictions are becoming more and more serious.In this context,improving the efficiency of arable land utilization and increasing grain production capacity has become the cornerstone of ensuring national food security.High standard farmland construction is an important practical measure to improve cultivated land in China,which has remarkable results.It can improve the farmland infrastructure,improve the efficiency of grain production,adjust the industrial structure,narrow the gap between urban and rural areas,and is an important grasp on rural revitalization.In the high standard farmland construction projects,China has invested huge project funds.It’s essential to introduct performance evaluation mechanism to reduce the misuse of funds and maximize the use of funds.And high-standard farmland project has the characteristics of numerous,tanglesome,small single project input,so it increases the difficulty of performance evaluation data collection;farmland construction needs to be adapted to local conditions,because of the difference of climate,soil geology and irrigation resources,evaluation standards can not be unified,it also increased the difficulty of the construction of performance evaluation system.High standard farmland construction project in Jiangxi started late,it’s still in the groping stage,the performance system is not clear,the management mechanism is not perfect.It often happens in practice that can’t balance the construction and protection,the economic development and environment,ignoring the essential needs of highstandard farmland construction.With the gradual exposure of these problems,it is an inevitable need for the project to develop steadily in the long run by explore the performance evaluation of high-standard farmland construction and making the highstandard farmland construction funds effectively.Performance evaluation of high-standard farmland construction has important research significance.In theory,it can enrich the performance evaluation system of public finance management,improve the agricultural assessment index.In practice,it can grasp the project situation at the macro and micro level,further provide decisionmaking basis for government funds,strengthen supervision,improve the overall performance level of such projectsUnder the premise of expounding the three theoretical principles such as land supply,this paper selects 10 typical counties in the construction of high-standard farmland in Jiangxi Province in 2018 as the research object,and the results of comprehensive performance evaluation are analyzed by building framework,filling indicators,completing system,determining weight and evaluating.The AHP method and Matter-element model can be expanded,the results show that:(1)According to the degree of 10 project counties can know the project performance of the approximate level of the project,it can be seen that the high standard farmland project performance level in Jiangxi Province is uneven,there is a large gap between projects.(2)The results of the study on different analytical angles in Jiangxi Province can be seen:(1)Analysis of individual indicators: the capital availability rate and unit area investment are excellent rates and up to 100%;(2)"Process logic" evaluation analysis: the overall evaluation of input is the best,the evaluation is 100% of excellent;the degree of construction standardization is in second place,the degree of excellence and goodness is 70%;the output and efficiency is relatively poor,the percentage of general and poor is relatively large.It shows that the overall situation of high-standard farmland construction projects in Jiangxi Province is good,and the output and efficiency need to make further efforts.(3)Analysis of project evaluation results: characteristic industries are a good direction for development;it’s unwise to catch one and lose another in construction;organization and coordination need to be in place,it’s necessary to strengthen measures to deal with natural disasters.(4)There are problems: the terrain and natural disasters are congenital difficulties to be overcome in the construction of high-standard farmland;the special agricultural production and multi-industrial fusion are very helpful to increase grain production;the post-management system is an important guarantee to maintain high standard farmland。(3)We can draw the direction of development after related evaluation in Jiangxi Province: we should strive to overcome the external disadvantages that internal construction control of farmland projects is not in placed and infrastructure is old and other disadvantages,and grasp the external opportunities brought by Sino-US trade and national favorable policies and other opportunities.The main recommendations are:(1)to improve infrastructure and expand capital investment;(2)to strengthen academic cooperation and strengthen technical services;(3)to establish an assessment mechanism,improve supervision mechanisms,introduce third-party assessment;(4)to seize policy opportunities,grasp the opportunities of the times,and strengthen agricultural structural reforms.
