| With the rapid development of economy,the continuous growth of population,and the continuous advancement of urbanization and industrialization,The quantity and quality of cultivated land in China has been declining,the contradiction between human and land has become increasingly prominent,and the national food security is threatened.Especially in the southwest hilly region,due to its complex terrain conditions and fragile ecological environment,the contradiction between human and land is more prominent,and the natural environment of mountainous and hilly areas seriously restricts the development of agriculture and rural economy.At present,the protection of cultivated land requires both quantity,quality and ecological environment.Therefore,the protection of cultivated land urgently needs new breakthroughs.Based on this,the construction of high-standard basic farmland for the purpose of improving the ecological environment,protecting cultivated land,ensuring national food security,developing modern agriculture and promoting the development of new rural areas has surfaced,and has become a new strategy for national land use and development.The construction of high standard basic farmland is a process of comprehensive analysis of many factors based on a multi-objective framework.The construction at the county level is the detailed implementation of the municipal construction plan of the high standard basic farmland,and puts forward the goal and task of the future construction in the jurisdiction.That is,the construction difference and scale between the counties can be grasped from the macro level,and the construction task can also be decomposed into specific areas from the micro level,so as to facilitate the implementation of the construction of each township.In order to optimize the layout of high-standard basic farmland construction,make its zoning standard more detailed,and make the mode selection more practical and specific,and finally achieve the construction of adjusting measures to local conditions and precision.Taking Shuicheng District as the research object,this paper first analyzes the current situation of the natural,economic and social,land use and agricultural development level in the study area,and evaluates the basic farmland in Shuicheng District from the grain-ecological two levels,to make up for the previous studies that only focused on farmland grain production and ignored the sustainable development of ecological construction,placing the two in the same important position,Based on the definition of high standard basic farmland and the actual situation of the study area,the evaluation index system is constructed.The index weight is determined by the combination of analytic hierarchy process and entropy weight method;The TOPSIS ideal solution approximation method is used to comprehensively evaluate the high standard basic farmland in Shuicheng District;The coupling coordination model and Arcgis hot spot analysis function are introduced to arrange the zoning and construction timing;Finally,combined with the actual situation of the agricultural industry development in the study area and the construction objectives of high standard basic farmland,the construction models in different regions are analyzed.The research conclusions of this paper are as follows:(1)Establish the evaluation index system of high standard basic farmland construction in the study area.This paper evaluates the basic farmland in the study area from the perspectives of food security and ecological security.The ecological security evaluation takes the whole farmland ecosystem as the evaluation object,and evaluates it from three aspects: natural ecosystem,site ecosystem and ecological environment system;The food security evaluation is carried out from three aspects of food supply security,availability security and stability security.(2)Delineate potential areas for the construction of high-standard basic farmland.In this paper,the coupling coordination degree model is used to comprehensively determine the potential area of high-standard basic farmland construction in Shuicheng District,combining the ecological security assessment and food security assessment of basic farmland in the study area.The potential area of the study area is divided into four levels,namely,high potential area,medium potential area,low potential area and non-potential area,and the zoning level is level I,level II,level III and level IV.Among them,Class II and Class III areas have a large distribution area.Class I and Class II are affected by the ecological conditions of farmland.The ecological conditions of farmland are good,far away from urban areas,less affected by urban construction,and the spatial stability of farmland is strong;Class III and IV are greatly affected by urban expansion areas,mostly distributed in urban and highway expansion areas.(3)High-standard basic farmland construction schedule.Based on the coupling coordination model,this paper uses the hot spot analysis of Arcgis to further analyze the construction time sequence of high standard basic farmland in the study area,and determines the construction project areas in the near,medium and long term.Among them,the area of the recently constructed project is relatively small,with a total area of 5328.81 hm ~2,It accounts for 15.66% of the total area,indicating that the reserve construction potential of high standard basic farmland in Shuicheng District is large,mainly distributed in the middle of Milao Town,the south of Arga Town,Douqing Town and Yezhong Township,and the north of Shunchang Township.The recent construction area is mainly about infrastructure construction and road construction.(4)Optimize the construction mode of high-standard basic farmland in Shuicheng District.According to the zoning of Shuicheng District and the current situation of agricultural industry development,the high-standard basic farmland construction mode of Shuicheng District is divided into four types,which are:high-potential construction area(recent construction): modern agricultural development mode;Medium potential area(medium term construction): land capacity improvement and characteristic agricultural development mode;Low potential area(long-term construction): the construction mode of changing slope to ladder and land leveling;Non-potential area(not suitable for construction): ecotourism conservation and ecological restoration mode.In general,the construction potential of high standard basic farmland in Shuicheng District is moderate,and the natural ecological conditions and grain production conditions vary greatly from region to region;This study can provide a certain theoretical basis and practical significance for the construction of high standard basic farmland in southwest mountainous areas. |
