Abstract/Summary:
Constructing high-standard farmland is an important way to realize agricultural modernization and an important basis for implementing the rural revitalization strategy.With the continuous building of highstandard farmland,problems gradually emerged.In order to timely find and solve problems and promote the improvement and optimization of high-standard farmland construction and higher level development,it is necessary to carry out the benefit evaluation of high-standard farmland construction.The construction of high-standard farmland has obvious regional characteristics.Different areas have different construction emphases and different construction benefits.Henan is a major province of grain production in China,shouldering the important task of food security.The northern part of Henan province is the remnant of Taihang Mountain.The terrain is mainly hilly and low.The cultivated land conditions are complex and there are many limiting factors.Therefore,this paper selects high-standard farmland of Leikou Township,Yindu District,Anyang city,Henan Province as the research object,and assess its integrative benefit,and offer suggestions for improving the high-standard farmland construction to promote better development of its highstandard farmland,which has very important reference significance for land consolidation and high-standard farmland construction planning in other hilly areas.In order to evaluate the benefit of high-standard farmland construction comprehensively and systematically,this paper evaluates the comprehensive benefit from four aspects: economic benefit,social benefit,ecological benefit and resource and environment benefit.To determine the comprehensive benefit evaluation system of high-standard farmland,this paper is on the basis of the domestic and foreign journal papers,the theory of intensive use of land,sustainable development theory,by referring to the national standards,industry standards.According to the situation of the test area,the comprehensive benefit evaluation of high-standard farmland in Leikou township is carried out through analytic hierarchy process and matter element analysis and evaluation model,and finally the comprehensive benefit evaluation results of highstandard farmland construction in Leikou township are analyzed.The conclusions as following:(1)There are many high-standard farmland construction projects,great differences in basic farmland among regions,and uneven levels of economic development.This paper not only evaluates the changes of economic,social,ecological,resource and environment factors before and after the construction,but also takes into account the different characteristics of different places and follows the feasible and measurable principle to establish a comprehensive benefit evaluation system of high-standard farmland construction.The comprehensive benefits of high-standard farmland construction in Leikou Township are evaluated and calculated by using this evaluation system.The overall evaluation results are excellent.Among the criteria,economic benefits,resource and environment benefits are good,ecological benefits and social benefits are excellent.The evaluation result is in line with the government acceptance result,which verifies the feasibility,reliability and availability of the evaluation system.(2)It is more objective,scientific and systematic to assess the benefit of high-standard farmland construction by using chromatography analysis and matter-element analysis and evaluation model,so as to improve the scientific and accuracy of the evaluation.and the comprehensive benefit evaluation index system of high-standard farmland is established by simplifying and optimizing the evaluation index system of highstandard farmland construction in national standard.The index data is easy to collect and sort out,and the work efficiency is improved,and the evaluation result is consistent with the government acceptance result.Therefore,through the application of mathematical model,the comprehensive benefit evaluation system of high-standard farmland construction in this paper has the advantages of simplicity,efficiency,science and accuracy.(3)By the construction of high standard farmland comprehensive benefit evaluation system established in this paper,objective,simple and practical evaluation can not only improve the current situation of the construction of high standard farmland benefit in our country,but also can find the shortages of high standard farmland construction timely,improving and dealing the questions,to promote the perfection and development of a high standard farmland management mechanism,It lays a theoretical foundation for improving the construction and management level of high-standard farmland,which provides reference for the construction planning of high-standard farmland in the future,and promotes the perfection of decisionmaking planning,construction and management level of high-standard farmland in the future.
