Globalization has brought unprecedented global issues affecting human life.The air transport industry as an important part of the global economy,which is both economic and trade engine,but also an important enabler of globalization,but also by a profound influence of globalization.Since the 1980 s,sustained by economic globalization,in-depth,the gradual opening of international air traffic rights,developed countries gradually relaxed controls on aviation and industrial upgrading,and many other factors,the global air transport industry there have been many interesting and practical research problem.Calls for Global Issues of global governance.In the framework of global governance,international inter-governmental organizations and non-governmental organizations in a specific area between governance and self-governance,in order to take complementary resources and power sharing governance model is characterized in the world political,economic and social arena on the start playing an increasingly important role,it has become an important subject of global governance.In this context,the study by comparing the ICAO(International Civil Aviation Organization,hereinafter referred to as: ICAO abbreviation: ICAO)as the representative of international intergovernmental organizations and with IATA(International Air Transport Association,hereinafter referred to as : IATA,abbreviation: IATA)as the representative of an international non-governmental organizations,as well as the functions of the difference between aviation companies and relationships with governments to explore ICAO(ICAO)and IATA(IATA)in the world Air governance deficiencies and trends,to enhance our voice in the global aviation governance rules of the game established and maintained long-term interests of air transport enterprises of great theoretical and practical significance.In this paper,International Civil Aviation Organization,the International Air Transport Association for the study unit to the theory of global governance and cooperation governance is based on the integrated use of case studies,literature analysis,comparative analysis and interviews,in clarifying the sovereign governments,ICAO(ICAO),the basis of the relationship between IATA(IATA)and national aviation enterprises,and further research ICAO,IATA in global aviation in their governance role,the role played by the association and cooperation between each other,and ultimately settled the point is that under the background of globalization ICAO and IATA Reflections on the global aviation governance and what impact and role and to identify governance rules and governance practices which need to be improved.The main contents of this paper are as follows:The beginning of this paper is an introduction,which briefly introduces the research background,the research status at home and abroad,the key problems to be solved,the research methods to be taken and the possible innovations.The text is divided into six chapters,the text is more than 130000 words,the creation of three years.The first chapter has a brief introduction of globalization,the basic theory of global governance and global aviation cooperation governance.Globalization is the new stage of development of world history,but in the academic community,and there is no single accepted definition.The first section,describes the current popular definition of academia on globalization,including the point of view Robert Keohane,Joseph Chennai,Sri Lanka Coulter and Ye Jiang and other scholars,and the origin and development of globalization research,believes that the international community as a sovereign country under the main wave of globalization of economic,political,cultural,environmental and anti-terrorism impact has been unprecedented challenges,this is the main reason more and more attention of globalization.Then from information and communication,economic,to face the global crisis and the perspective of the international legal system,prospects for future research direction of globalization.Section two of this chapter,the main study of global governance.Including its definition,development and related well-known theory of origins.First,from the discussion of "global politics",leads to the definition of the concept of "global governance",that the theory of global governance includes the following elements: First,the control value,the second is governance regulation,the third is the governance body.Global governance system and did not exclude the scope,including sovereign state aviation regulatory agencies,airlines,airports,employees and so on.The IATA is an industry international non-governmental organization,the main representative of the airlines and travel agencies,Freight Forwarders interests of industry and aviation industry suppliers and the like.The third chapter analyzes the global aviation cooperation interactive governance main actors.In the global aviation cooperation governance process requires the active participation of various actors interact,first section,mainly on the interaction between ICAO,IATA and governments were analyzed.First introduced China's civil aviation sector and the regulatory status of the United States as the representative of the Western countries,the civil aviation sector,followed by affairs,and ICAO is to give the government more help in the development of civil aviation and technology.Section two of this chapter,mainly on the interaction of ICAO,IATA and national aviation enterprises were analyzed.Good parties can interact more smoothly advance the global aviation management and service level upgrade,first analyze the relationship between States and ICAO and IATA aviation enterprises between,and then discusses the ICAO and IATA management of national aviation companies,services and influence,and to improve Global aviation safety management,and promote the development and application of new energy and new aviation technologies,for example,to show the interactive aviation enterprises,ICAO and IATA carried out and the contribution made.Chapter impact,and even become a changed person and reshaped by the industry rules.The sixth chapter is the conclusion.This chapter is divided into five sections,the first is the ICAO and IATA synergies in the Governance of aviation;Section two game analysis and suggestions for improvement of international organizations in the global aviation governance;Section three of international organizations in the world Air Treatment recommendations on how to better play the role;the division of labor and cooperation mechanism with the fourth quarter is proposed adjustments ICAO and IATA future;Five is the overall improvement.This chapter focuses on the future ICAO and IATA should be how to better synergies in the global aviation cooperation governance.Proposed based on common interests,build a global aviation governance structure,play a large role in aviation security and stability of the country,the formation of the power of example and other recommendations.Given the overall conclusion of the paper,and better play the role of international organizations suggest improvements and six specific proposals in the global aviation cooperation governance.Clearly positioned to complementary
