Illegal sand mining and transportation by "three none ships"(Ships without names,identify numbers and certificates)in inland rivers in China has been in serious condition for a long time.This type of illegal altered ship has disrupted the normal order of the water transport market,destroyed the ecological environment of the surrounding riverbanks and banks,and brought huge potential safety hazards to the people's aquatic production and life.Local government departments have exhausted every effort and found that the comprehensive governance action jointly carried out by multi-departments has certain effect on the ship governance of "three none ships".However,in recent years,the phenomenon of "three none ships" still exists although joint law enforcement operations have been carried out every year.The reason is that it is difficult to achieve effective collaborative governance,resulting in joint law enforcement fails to play a governance effect of 1 + 1>2.Therefore,the author tries to take "three none ships" harnessing in the Youjiang River in Guangxi as an example,explores how to introduce the theory of cooperative harnessment into the practice of "three none ships" harnessment by analyzing the obstacles encountered in the process of harnessment in the Youjiang River,applies theory of collaborative governance into practice,integrates the efforts from all sides,plans the existing resources as a whole,and formulates a long-term governance mechanism,so as to achieve the goal of eradicating the "three none ships".
