Study On Global Energy Governance Network

In recent years,the continuous fluctuations in energy prices in the global market,concerns about energy security by governments,and global warming and environmental degradation caused by energy use have gradually become a common concern of all countries.Because of the complexity of energy issues,it is difficult to solve problems by relying on a single country or several countries.Therefore,it is urgent for stakeholders on a global scale to work together for energy governance,and the concept of global energy governance has been proposed and developed.Global energy governance is the process by which actors involved in energy issues act on specific issues or goals.On the other hand,with the development of globalization and informatization,more and more actors are breaking the border between government and the state to participate in government governance and even global governance.Governance activities are becoming more flat and networked,governance theory and network theory are combined,and the concept of governance network is proposed and gradually reflected in the vision of practitioners and scholars.A governance network is defined as a link between a stable interdependent but operational autonomous actor that negotiates and interacts within the institutional framework of rules,norms,and shared knowledge,and contributes to the creation of public values.The global energy governance network has characteristics such as diversity,multi-level and complexity,and the governance network plays an important role in solving complex social and public problems.Therefore,the governance network analysis framework is used to study global energy governance.According to the institutional dilemma of global energy governance,the global energy governance network has been studied from three aspects: network construction,process and outcome assessment.The study found that the development direction of the global energy governance main body is to develop into a regime complex.The regime complex can serve as the network administration organization of the global energy governance network,and is responsible for the management and coordination of the entire network.In addition to being a regime complex of network administration organizations,the global energy governance network has many participants,including governments,NGOs,academic research institutions,private civil society,and so on.These participants interact with the regime complex through specific methods or channels around specific goals to jointly carry out the meta-governance activities of global energy governance.The network process of global energy governance is continuous and persistent,so there will be multiple rounds in the process.The end of each round will produce certain outcome.These outcomes are divided into substantive outcomes,procedural results and institutional results.Outcome assessment helps to understand the quality of the global energy governance network process and provide feedback for future processes.Legitimacy and effectiveness are important indicators for assessing the global energy governance network.Finally,the article briefly discusses the trends in global energy governance based on the global energy governance network.
