Study On Party Organizations Participating In Corporate Governance Under Power System Reform

China continues to deepen the reform of state-owned enterprises.The power system reform is one of the significant contents,and it is very important to China's development and national stability.The reform has been going on for more than ten years,and making great progress.When we pushing the electric power industry to the market,how to ensure the development of this industry is important.Thus,it is necessary to combine our country's system background with power system reform.According to the the 19 th National Congress of the Communist Party of China,under the new situation,strengthening Party leadership and building will help to realize the improvement of state-owned enterprises.Therefore,in order to implement the requirements of the Party,we must thoroughly study the power system reform,and how the Party organization plays its role.While defining and analyzing the research background,relevant concepts and theoretical basis,and teasing out the previous literatures,we find that the former research about the part effect is empirical research,and little research has been put it in the power system reform.Therefore,this paper analyzes the necessity and particularity of the Party under this reform,and how to implement it.Furthermore,it studies how the Party organization of Y company plays its role after the power system reform by using case study method.The factor analysis method is screens out the key factors to synthesize corresponding indexes,namely,the Party organization's participation in corporate governance index,operating performance index,democratic management index,talent and innovation index,safety production supervision index and ideological construction index.Furthermore,it measures the contribution effect of the Party organization's participation in corporate governance index on other indexes at different stages by using quantile regression method to measure the effect of the Party.According to the analysis,this paper holds that after the reform of the power system,in the state-owned and state-controlled power enterprises,the Party organization plays a central role,and in the state-owned power enterprises,it plays aquasi-core role and participates in corporate governance through indirect guidance.Moreover,the participation of Party will influence the production and operation of enterprises,democratic management,talents and innovation,production safety supervision and ideological construction.The more it participates,the more it influences.This paper has two innovation points.First,in research methods,scholars used to use empirical research methods to study the impact of Party organizations on corporate governance.Empirical tests were conducted according to the collected sample data of listed companies,while case studies were relatively few.At the same time,in the process of model building,there are some innovations,we uesd R-type factor analysis method to synthesize the selected key factors into corresponding indexes,and quantile regression method is used to measure the effect of the indexes of Party organizations' participation in corporate governance on other indexes.Second is the perspective of research,this paper increase usability by putting the background under the the power system reform,it is good for the Party construction work under the reform of electric power system.
