Research On The Evolution And Development Of Anti-doping Management System Of China

In order to turn China from a major sports country to a sports power, various factors that hinder sports science development need to be solved, including the doping problem that impedes healthy development of sports. A crucial premise for the anti-doping management to reach its goal is to construct a reasonable and efficient anti-doping management system. By applying research methods of literature, expert interviews, and comparative analysis, etc., and combining the current situation of the anti-doping management system in China, on the basis of public management, institutional change and governance theory, the evolution of the anti-doping management system in China is systematically sorted out, the dynamics and existing problems of the evolution of the anti-doping management system in China are thoroughly analyzed, and by drawing on the experience of anti-doping organizations abroad, innovative ways of the anti-doping management system in China are raised in this paper, aiming to provide certain reference for relevant decision-making bodies.Major conclusions of this research are as follows:The first conclusion:The evolution of anti-doping management system in China underwent four different developmental phases, namely starting, newly establishing, strengthening and perfecting. With the development of sport undertakings in China, the change of situation in fighting against anti-doping at home and abroad, and the reform of sports administration and public institution in China constantly going deeper, an interactive, efficient, and cooperative management system with relatively clear division of power and responsibility has already taken initial shape at present, and the anti-doping cause has achieved significant success.The second conclusion:Based on the analysis from the theory of system evolution, the paper points out that the anti-doping management system evolution in China has four major properties, i. e. cause-effect, compulsion, gradualness, and time lag. The third conclusion:from the early1960su anti-doping management system abroad has experienced an e process from self-management to joint management, and established the organizational structure co-governed by go/ernment and sports organizations, dominated by independent anti-doping agencies, and with other relative parties being responsible for their own duties. The property of their system evolution is from being active to passive, and the property of system supply and demand is from being unbalanced to balanced. On the system arrangement, three-layered system structure is perfected containing basic system, core system and specific system; the management system with separation of powers and subject to the checks and balances is established and system innovation is realized including anti-doping organization’s internal corporate governance structure, etc.The fourth conclusion:values, practical appeal and government’s system supply are the three major impetuses for anti-doping management system evolution in China. Though the government has always played a dominant role as the principal part for system supply, values and practical appeal are also indispensable for dynamic mechanism of system evolution in different historical phases.The fifth conclusion:The functions of government’s sports administration and anti-doping centers need to be further separated, the existing anti-doping rules and regulations need to be further integrated with national law system, and the multi-sector co-governance system needs to be further enhanced, which are the practical obstacles to the optimization and innovation of anti-doping management system in China at present.The sixth conclusion:For internal management system, corporation administering structure taking council as the core should be established in anti-doping centers and for external management system, achievements appraisal system orienting towards accountability system should be carried out, which are the practical means for optimization and innovation of anti-doping management system in China at present.
