Modern library develops gradually from traditional literature services toinformation services and knowledge services along with the rapid development ofscience and technology and the gradually formation of knowledge-based economysociety. To meet the increasingly fierce competitive environment, university librariesneed to improve service quality and customer satisfaction, and gradually built into"knowledge services" type library which meet the needs of modern society. As animportant part of science management system,"Evaluation" has an important role inchanging the traditional management. Therefore, the establishment of a standardized,systematic, and scientific evaluation system is the important guaranty by which theuniversity develops rapidly on the right track.In this paper, we first put forward the knowledge service mode in China’suniversity libraries after making a comparative analysis of the knowledge servicemode of university library both at home and abroad. And then from the perspectiveof the value web theory, we present the intension of the performance evaluations onvalue web, the characteristics of the evaluation indicator and the principles ofevaluation design. Next the paper analyses the factors which impact on performanceevaluations of value web, and build the evaluating system on the performance ofvalue web as well as the selection of assessment techniques for libraries.In the research of value evaluation based on university libraries’ knowledgeservices, this article makes the concept, characteristics and categories of theuniversity library knowledge services clear by reviewing the theory of the universitylibrary knowledge services. On this basis, through continuous exchanging with somelibrary experts, discussing which new services the university library shouldundertake with "knowledge services" and functional definition and functionalclassification with function, this article completes functional decomposition diagramof the university library based on knowledge services. Then expert scoring by expertinvestigation, Carrying out a survey on the user experience through user surveyquestionnaire, and calculate function evaluation coefficients predicted by experts andfunction evaluation coefficients perceived by users by AHP and descriptive statistics.Finally making earned value analysis curve by earned value analysis on whichfunction evaluation coefficients predicted by experts, function evaluationcoefficients perceived by users and cost coefficients can be seen intuitively, andfinding out some issues such as developed unbalance and deviation of important degrees in the development process by making a comparison among the threecoefficients, and then getting some reasonable solutions for the university library.
