With the change of the revolution of science and technology in 21 century,today has become a century of knowledge economy. Knowledge management is playing a more and more actions in our society. National and international meeting about it had been held one by one. Knowledge management, as a promising subject, it has attracted much more attention to subject matter experts. Library, a department of managing and serving knowledge, is applying and popularizing knowledge management actively. It combines knowledge sharing and creation with its workflow to create giant value. However, at present, researches of library knowledge management all fall into introducing and tailing the foreign theory development of knowledge management or applying and actualizing in library. There is little research on performance evaluation of knowledge management in library.This paper includes three parts: in part 1, the paper goes deeper into the definition and essence of knowledge and knowledge management; and expounds the significance, necessity, and feasibility of performing knowledge management library, from the point view of its original and connotation; in the end, it reviews scholar' different opinions and their current researches on knowledge management and performance evaluation at home and abroad.The second part, the paper elaborates the elementary content of library based on knowledge management as well as the design principles of performance evaluation. According to those theories, the paper analysis various essential factors that affect the performance of library based on knowledge management from six aspects, which are the knowledge resources structure, the organizational structure, the knowledge management system, the user satisfaction, the library image and the staff competitive ability. The paper also constructs the first-degree index and second-degree index of library knowledge management performance evaluation. And carefully balanced those indexes with the expert analyzes and the AHP indexes analytic method.
