One of the most important parts of education resources is teacher resource, which has much influence on education equity and education quality. Based on the national policy advocacy and the problems what caused by the imbalance of high-quality teacher resource, the rotation policy for teachers are carried out in some regions in order to improve the present situation, achieve education equilibrium, promote education equity. But in some region, the rotation policy for teachers haven’t got desired result, neither teachers nor students complain this policy, so it is necessary to study this policy. I research the rotation policy for teachers from the angle of policy instruments using effects, find out the present situation and where the problems are, and then put forward some suggestion.This research discusses the implementation of teachers rotation policy through five policy instruments, which are mandates, inducements, symbol and suasion, capacity building, systemic changes, the author also investigate the using effect of these instruments.2districts are my exhibits, which are surveyed by questionnaires and inter views, aiming to understand the exchange situation of teachers. Excel2007and spss11.5, together with the interviews utilized in the analysis, are illustrated to disclose the p roblems in teachers rotation, as well as put forward feasible solutions.The methodolog ies this research applies are bibliographies, questionnaires and interviews. All67ques tionnaires involved are designed by the author, and65of them are effective ones.20i nterviewees are interviewed.According to the analysis, categories and conclusions are rendered about problems in the implementation of policy instruments during the process of rotation, based on those problems various suggestions are made in both levels of government and schools. The problems are overusing of mandates, lack of inflexibilities in regulations, ineffective stimulation, difficulties in applying policies, weakness in symbols and suasion, lack of validation in value, inconsistency between ability building effectiveness, weakness in orientation, slowness in effectiveness, lack of strictness in implementation mechanism. The suggestions focus on how to use the policy instruments effectively and some other suggestions, such as perfecting the policy system.
