The transfer of surplus rural labor to other industries is an important phase of developing process for any country. Most developed countries have already experienced this stage and studied about the theory of rural surplus labor transfer since earlier period of time, meanwhile they formed a series of perfect transfer theories. These theories provide expedient references for the transfer of surplus rural labor force in China. However, due to the special conditions in China, the transfer of rural surplus labor force has its own characteristics in many aspects. Also, the transferring situation keeps changing as the economy's rapid development. Therefore, we have to continue to explore and study on the area of transfer of surplus rural labor to make the transfer more effective in practice.China has the world's most abundant labor resources, and these labor resources are mainly from rural areas. Because of the drastic development of agricultural technology, the demand of labor force on agriculture continued to reduce. Hence, there exist a large number of surplus rural labors in our rural areas. The success of transfer of these surplus labors is crucial not only to whether China's labor resources can be fully utilized and rationally allocated, but also it is the key solution to the problems about Agriculture,Ruralareas and Peasantry and has an important effect on China's social stability and further economic development.The issue of transferring of Rural surplus labor force has always been one of the crucial problems that the government and experts concernd. Our scholars have begun doing research on the transferring of Rural surplus labor force since the 70s in 20th century, and outputs of the research were mainly focus on the factors, characteristics, methods and counter strategies of transferring of rural surplus labor force rather than the region difference and space of the transferring. Therefore, the research in this paper is making a fine supplement to these two areas. Meanwhile, the corresponding research will extend to become more adept and diverse along with the variation of the situation of the transferring of rural surplus labor. This paper provides an analysis of the transferring of rural surplus labor from the point of view of cost according to microeconomics.This paper has 7 chapters in total, and can be categorized in three parts. Part I includes chapter 1 and 2, and it prescribes the foundation of the research; Part II is from chapter 3 to chapter 7. It describes the main content of the research and it is the essence of the paper. Part III is the conclusion of the research and the summary of the whole paper.Chapter 1 includes statement of the background and meaning of topic selection and Introduction of research methods and the data sourcesChapter 2 is the foundation of the theory. It is generally a brief overview and comments on the theory of transferring of rural surplus labor and the theory of transfer cost.Chapter 3 is about the study of the surplus of rural labor and the rural labor itself in China. It mainly focuses on the analysis of current status China's rural labor force. Also, estimating and analyzing the quantity and the regional distribution of China's rural surplus labor force. Predicting the quantity of surplus of rural labor force in next ten years, then analyze.Chapter 4 is discussing about analysis of the factors and purposes of the transferring of rural surplus labor force in China. The analysis is mainly regarding to the transferring of the rural labor from urban and rural areas and socio-economic development needs.Chapter 5 presents the analysis of the situation of transferring of rural labor force surplus. In this chapter, author focuses on study about the regional difference of transferring of rural labor force surplus in China and analyzes the transferring space of rural labor force surplus, then, makes predictions.Chapter 6 analyzes the composition of the cost of transferring of rural labor force surplus, followed by the prediction of total economic cost of transferring of rural labor force surplus through three sets of data. Furthermore, it explains the "labor shortage" phenomenon from a cost point of view through the analysis of predicted cost.Chapter 7 demonstrates the counter strategies, which can efficiently reduce the cost of transfer of rural labor force surplus base on study of the research results from the preceding chaptersConclusion is a summary of the research results about the rural labor force surplus status, regional differences in the transfer of rural labor force surplus, transfer space and the transfer costs.This paper is focusing on the studies the transfer of rural surplus labor force and assists in promoting regional balanced development. At the same time, it provides a valuable reference for establishing the counter strategies for the transfer of rural surplus labor force in different regions. In addition, it advances rational allocation of labor resources in China, and advocates the new idea of economic dynamism to reduce the increasing cost of the transfer of rural labor surplus. Therefore, it also provides considerable information to help our government manage the transfer of rural labor surplus more effectively and efficiently.
