This paper selects three cases of the dairy industry which are closely related to public policy process and have great impact (the Sanlu incident, the new national standard of dairy incident, and Development and Reform Commission investigation of foreign milk price incident) as the research object, and uses the qualitative research method that is the combination of text analysis and existing secondary literature to research. The study tries to explore the impact on public policy process of opinions expression on the mass media under the complex background of the transformation of China, use core features of public governance theory to describe the occurrence of this process and summarize factors that influence the public policy process. Finally this research points out: the effect of opinion expression on the mass media about public policy process can’t be unified summarized. Six factors can influence the effect, including:1) Significant urgency event 2) the mass media set media agenda, form mechanism of aggregating public opinion and open platform for opinion expression 3)combined public opinion 4)the publicity of experts 5)the response of government, ruling legitimacy and state interest 6)the stage of policy and policy response suggestion. Public policy response can form successfully with the condition of the event having significant publicity and urgency nature, effective spread of mass media, external pressure from public opinion, policy response plan made by experts, legitimacy crisis forcing government to response, and the openness of policy window.
