The kernel goal of the Next Generation Network (NGN) is to build an idea environment to develop telecommunication services widely and quickly. But the knowledge about the adaptability to the speedy service development in NGN and implementation methodology of NGN service management remains absent. Service management is a necessary part of NGN service and provides management and maintenance functions to NGN services' providers and subscribers directly or indirectly. Although, service management doesn't work with service subscribers face to face in most cases, the whole process can not work without service management support. Within this background, this dissertation makes an in-depth and systematic research on NGN service management. And the main contributions are as follows:1. Based on the analysis of NGN service management, this dissertation extends NGN layered architecture to service management domain. To discuss service management about service layer in dependent from network layer. Independent service management minimizes the affection of network detail. It helps the research to develop according to the management characteristics of services themselves. This new criterion is helpful for the management of new service and can be well understood by service users and service providers.2. Based on the principle of independent service from network, this dissertation proposes a universal service management model which focuses on service management problems in service layer. The network information is abstracted to a metric of Network Resource Usability through which the information is exchanged between service layer and network layer.3. Based on the universal service management model, service management participators model - SMPAM, service management information model - SMIM and service management provision model - SMPRM are analyzed in NGN environment. SMPAM describes the participators and relationships between them in service managing process. SMIM abstracts the main service management functions. SMPRM describes the objects in service management provision using multiple views analysis method from business, execution, development and operation aspects.4. An open and reuse - oriented service management architecture model is proposed. The model is built based on component technology and create a three layers structure according to the component size and the coupling degree with service management application. Then thirteen service management features and fifteen types of service management components are defined.5. In the research of service management implementation, the conception of service management logic execution environment - MSLEE is proposed. Some detail methods are put forward such as completing a service management application through "double service logics" crossing MSLEE and SLEE and using policy technology to control service management authentication and authorization. In order to evaluate MSLEE's performance, Stochastic Petri nets technology is used to model and analyze.6. Service management quality is proposed as a new problem facing NGN service management. Based on Service Level Agreement-SLA metrics, a SLA-oriented service management quality evaluation metrics is built and a fuzzy evaluation method is used to evaluate the metrics. The example of evaluation explains that the fuzzy evaluation method is usable.
