One of the most typical characteristics of NGI (next generation Internet) is that NGI can provide the differentiated, customized, QoS (Quality of Service ) guaranteed services. SLA(Service Level Agreement) management is a main area of QoS management. Therefore, the SLA management becomes one of hot topics of the network management of NGI. the existing key technologies of SLA management can't meet the management requirements of NGI. thus, The key technologies of SLA management for NGI are systematically studied in this dissertation. the main contribution of this dissertation is as follows.(1) SLA parameter mapping hierarchy is proposed, the relationship of service hierarchy, SLA hierarchy and SLA parameter mapping hierarchy is studied, the functional requirements of different layers SLA parameters are confirmed. Furthermore, the existing problems of KQI(Key Quality Indicator) development methodology are improved, thus, a general and integral SLA parameter definition method is proposed, the action and process of each step among the method is described in detail, the method can realize reuse of SLA template, the problem on simultaneously defining different layers SLA parameters is systematically solved by mapping product KQI to service KQI.(2) The problems on NGI Service Implementation and the new management requirements in the environment of multi NP(network provider) are analyzed, the layered service-oriented model for DiffServ is improved, and an integral IP service implementation mechanism is proposed supporting workflow management and policy management. the functions of functional blocks about IP service implementation are analyzed in detail, An IP service implementation process based on the above mechanism is described . Thus, the problem of mapping Customer SLS to Provider SLS is solved.(3) The developments of network performance measurement research are analyzed, then, the three current problems of existing SLA monitoring systems are analyzed, in order to solve the problems, Web Services technology is introduced, the merits about application of Web Services technology in SLA monitoring system are analyzed, in order to meet the requirements of end to end SLA monitoring, the SLA monitoring information model is defined, the SLA monitoring system new architecture based on web services is proposed according to the above problems, the functions of services and SLA monitoring process are described in detail.(4) The new requirements of service quality assessment in the environment of NGI are analyzed, the synthesis assessment model of service quality is studied and the service quality assessment system architecture based on policy is proposed, service quality assessment process is described in detail and characteristics of the system are analyzed. Furthermore, Based on the requirement of defining policies of service quality assessment , policy core information model is extended, policy information model of service quality assessment is defined.
