Along with the Internet gradually become the mainstream platform of the information transferring and knowledge communication of people, the new info communication organization, such as the content supper, the organization storeroom and the electronical community, come forth like bamboo shoots in spring after raining, this situation brings the austere challenge to the library which once had the advantage of the central position. The library is now in crossroad: Either defending intrinsic model to the last, getting rid of new carrier literature or adjusting the strategy of its' own again, still playing the central role of the info communication, but what the latter need is not only the change of quantity but also the over-flying of quality, namely, the library will face the transformation of the whole bound. This article is just based on such research background, discussing modern managing throught and method by using for reference and introducing into, how to design organizationg chart and human resource administrate model of library for higher education in China adapting the development of knowledge economical society, in order to promote the reform of Library administration and service, developing knowledge service system seasoned with the requirement of modern society and people-oriented.Firstly, this article analyses briefly the evolving course of organizationg chart model, the basic principle of organizationg chart designing and content, discussing the basic theory of human resource administration from three ways such as strategy, description and criterion types of human resource administration, introducing the innovation of current organization chart and the developing trend of human resource administration. It establishes the academic base for the following research. This article describes in detail from the perspective of external and internal environmental change of the library facing, analyzing the library organization chart of national higher education and the current situation, the abuse and the reason for coming into being. Later analyzing the factors of promoting organization structure transforming ofthe library in university , bringing forward the view of knowledge type team-working organization model of the library in the university based on the reforge of the flow. At the same time, pointing out the administration of human resource oriented is the necessity treng of the national library administration, putting forward the throught of knowledge administration to coach the human resource administration of the library, designing and establishing the new model of library human resource administration, addressing the detail straegy of strengthening the library human resource administration, establishing the administration of library books for learner typy, profressional career of librarian and innovate library culture and so on.
