Cultural assets document the development of human civilization. Historical objects can further be propagated effectively only through organizational preservation. The works of preservation and protection of historical collections are often challenged by environmental problems, natural disasters and human neglect. Among these challenges, the damages caused by nature hazards affect the preservation works the most. Take the earthquake took place in Taiwan on September 21 in 1999 for example. Not only thousands of people were hurt and/or died, but also several historical properties and cultural collections were destroyed when the 921 Earthquake happened. If no culture preservation organization has a prearranged plan to safeguard the cultural assets when disasters occur, the work of salvaging may be delayed or may be misconducted so as to cause further damages to valuable properties. Although it may be difficult to prevent the cultural / historical collections destroyed from natural disasters, we can be prepared beforehand in order to reduce the losses to the minimum and to speed up recuperation.The purpose of this thesis is to discuss ways of preventing the losses of cultural collections, and salvaging and emergency treatments, as well as focuses on the insurance arrangement for those culture properties possessed by the preservation organization. This thesis further proposes an insurance plan which integrates different needs from each culture preservation organization, the factors of various natural disasters, and the theoretical analysis and related application of risk management. Consequently, executives of culture prevention organization can utilize this well-planed policy and necessary emergency treatments to safeguard building constructions as well as to preserve valuable cultural collections.In conclusion, this thesis provides preservation organization with the analysis and strategy of risk management in protection and emergencyrecuperation of cultural assets from extraneous environmental factors. Under theproposed insurance plan, a culture preservation organization can, furthermore,contribute to promulgate the development of human civilization by reducing thelosses of historical properties caused by disasters and insuring the value of culturalcollections.
