Comparing with the web resource preservation, the risk management is a quite mature discipline. It obtains the security with the least costs, reduces the loss of the disaster accident and eliminates the negative impact which creates to the risk management unit.It will be very significance by introducing the risk management to the web resource preservation which could get the research forward. It also can provide the theory and the methods and the correlation tools for the libraries and other information preservation organizations as well as the information facilitating agency to manage the risk of the web resource preservation. The risk management of the web source enables these organizations to carry on the risk management of the web source which they can't govern without the authority. It could reduce the risk which is in a state of flux; guarantee the long-term and stable usability. Meanwhile, it can produce to carry on the management to diminish the loss which is caused by the hazardous consequence of the crisis. Regard to the project of the web resource preservation, not only may evade each kind of technology and the economical risk at the project preparation, enhances the execution of the project, but also may cause the entire workflow of the web resources preservation smoother.This article proceeds from the above situation. First, it carries on the outline of the web resource preservation, elaborates the concept and the characteristics of the web resource, proposes the importance of the preservation of web resource and the difficulties and challenges it faces on. These challenges may sum up to 4 aspects: technology, law, costs and responsibility system. Then, I carries on the simple outline of the traditional theory of the risk management, analyzes six reasons why introduces the risk management to the web resource preservation. According to the localization of library and the characteristics of the web resource preservation, it proposes the concept of the risk management of web resource preservation and the goal it needs to realize. This article analyzes the concrete risk management methods, and divides the steps to six concrete aspects: identification of risk, classification of risk, risk analysis, risk measurement, choice of the technology methods and risk monitoring. Finally, it produces the standard of the classification of risk, proposed the methods that risk recognition and the risk assessment of the web resource preservation should be adopted, and gives the concrete methods and the steps of the risk prevention and control. |
