Promoting the full and high-quality employment of young people and encouraging talents to release their potential of creativity constitute the foundation of new development paradigm.In 2022,over 10 million graduates enter the employment market,reaching a record high.The employment of young people has thus become a major problem that attracts attention of the entire society.During his inspection tour in Sichuan Province,General Secretary Xi Jinping pointed out that,to solve the problem faced by graduates in seeking employment,employment resources should be further tapped,solid and detailed guidance on employment should be provided,and colleges,universities,enterprises and related authorities should help students obtain employment by monitoring the implementation of labor contracts.Therefore,it is necessary to help young people successfully get a job,strengthen the coordination of resources,take targeted measures,and make solid progress in assisting and supporting young people,in order to ensure the stability of employment situation in general.Since the launch of employment trainee policy,nearly 1,000 employment trainee positions are provided for the whole society every year in Jinniu District of Chengdu City.However,compared with the total number of young people who are in need of employment,the provided positions only account for a small proportion.As an employment promotion measure aimed at providing employment opportunities for young people,employment trainee policy has not achieved its expected goal and there is a lot to be extended and optimized.Through analyzing relevant studies on the development process of employment trainee policy and its implementation mechanism,the writer determines the research content and theoretical foundation of this paper.Based on theoretical research,the paper sets up a theoretical framework with Smith’s policy implementation process model as core concept,uses research methods such as literature analysis and qualitative interview,combines with the filed investigation of employment trainee policy in implementation,and conducts in-depth analysis of the policy,executing agency,targeted group and implementation environment of the employment trainee model adopted by Jinniu District of Chengdu City.The paper proposes the following suggestions:(1)Improve legal system as a guarantee,formulate corresponding supporting policies and establish a mechanism for effect evaluation,in order to ensure the implementation of employment trainee policy;(2)Strengthen communication and exchanges with colleges and universities,focus on training the correct view on employment of young people at the beginning of job hunting period,carry out series of measures to sharpen young people’s employment skills at the later stage of job hunting period,and make concerted efforts to improve the employment ability of young people;(3)In the implementation of policy,government authorities should enhance interdepartmental communication and coordination,advance subsidy policy for enterprises in a timely manner,and reduce the cost of enterprises in talent introduction;(4)Make more efforts to promote the employment trainee policy,extend channels for enterprises and the underemployed to learn the policy,bring benefits to targeted group to the fullest extent,and create a sound social atmosphere that pays attention to employment trainee.Through studying the employment trainee policy,this paper summarizes four influencing factors in the process of employment trainee policy in Jinniu District of Chengdu City,and reaches referable theoretical results.In combination with Smith’s policy implementation process analysis framework,the paper puts forward four suggestions for policy optimization from the policy,executing agency,targeted group and implementation environment of employment trainee model,so as to further enrich the theoretical research on employment trainee system and provide references for government in the implementation of such employment promotion policy. |
