The implementation of education policy is the only way to put into practice education policy,the research education policy implementation model is the summary and induction of general methods of education policy in order to better implement education policy,solve educational problems and promote the modernization of education governance.Under the tide of globalization,the industrial upgrading and the change of political,economic and social environment puts forward more challenging requirements for the development of education.The implementation of education policy should not only solve the education problem,but also promote the height of education governance.Based on the governance theory,the education policy implementation model as the research object,through literature analysis and case analysis,the requirements of governance theory into the research process of education policy implementation model.First,based on the theoretical overview of education policy implementation model at home and abroad,the classification,evaluation and theoretical basis of education policy implementation model,and the requirements and content of governance theory,analyzes the governance theory for improving the significance of education policy implementation model.According to the main four requirements of governance theory,the problems of the implementation of education policy in China are put forward:first,the goal stays in solving the problem,not achieving " good governance";Second,the multi-subject participation is insufficient and the implementation efficiency is low;Thirdly,non-governmental organizations are not valued,development is not perfect enough;Fourth,the mode construction is limited to the government construction,ignoring the social construction.Then,taking the implementation model of vocational education policy as a typical case,the same based on the governance theory to analyze its historical process,basic model and existing problems,further confirmed the problems of the current educational policy implementation model based on governance theory.Finally,the basic thinking of the construction of educational policy implementation model based on governance theory.According to the main requirements of governance theory and the problems in the implementation of education policy in China,the corresponding construction strategy is put forward:first,the goal selection:to achieve the ultimate goal of" good governance ";Second,subject innovation:multiple subjects to participate in implementation;Thirdly,linkage mechanism:encouraging the participation of non-governmental organizations;Fourth,the construction of path:government construction to social construction.Based on the governance theory,the research and construction of educational policy implementation model opens a new chapter for the development of education governance in China.With " good governance" as the ultimate goal,attention to the participation of multi-subject in the implementation of educational policy,encourage non-governmental organizations to participate in the implementation of educational policy,and play a social dynamic role in education policy implementation is far-reaching in solving education problems.
