Problems And Countermeasures In The Implementation Of Autonomous Enrollment Policy In Our Universities

With the economic system reform speeds up,our market economy development is pretty rapid,which also brings the great demand for the innovative and diversified talents.To promote the educational reform,our management system is changing from centralization to decentralization.Therefore,the traditional college entrance examination enrollment mode cannot adapt the modern society development demand.At the same time,our high education has entered into the popularization stage and its level has been improved,which leads to that it is necessary to change the traditional single enrollment mode.So the diverse recruitment ways are very important to the develop high education.Therefore,university independent recruitment is an inevitable choice to promote educational reform.Since our universities took the pilot program of independent enrollment in the university,independent enrollment has played an important role in expanding the autonomy of universities,cultivating innovative talents,comprehensive talents and practical talents,highlighting the characteristics of schools and presenting student expertise.However,since our university implemented the independent recruitment policy,it also exposed some problems.The biggest problem is the education fair problem,such as the gap between urban and rural areas,the gap between the middle school and key middle school,the gap between universities,and college and so on.With the help of educational equality perspective,this article is mainly to explain all the issues since independent recruitment policy has been implemented.Firstly,the article is to make up all the independent recruitment policies from beginning to now.Secondly,it take text analysis for our present independent recruitment policy.it finds all the problems since our country implemented of independent recruitment policy,and looks for reasons and put forwards the resolutions..This paper consists of five parts: The first part is to introduce and describe the research background and significance.it takes text analysis,normative analysis,literature analysis and interviews and other research methods.All that is based on review for the domestic and foreign independent recruitment policies.And it comes up with the basic concepts about educational fairness,,the educational policy implementation and independent recruitment policy.The second part introduces the educational equity theory and the educational policy value theory,analyzes the whole process of independent enrollment policy,and makes a textual analysis for our current independent enrollment policy.The third part analyzes the current situation about the independent enrollment policy,including the goal,mode,procedure and achievement of the policy.At the same time,this paper analyzes the produced problems since we implemented the independent enrollment policy.The fourth part,it analyzes the reasons that affect the educational fairness.The fifth part puts forward the corresponding strategies to solve the problems,including improving the independent recruitment policy,following foreign advanced experience,improving the supervision system,establishing diversified entrance examinations and enhancing implemented people quality so on.
