| With the rapid development of economy and society and the improvement of material living standard,people’s demand for high quality educational resources is increasing day by day,and parents’ awareness of the all-round development of their children is becoming stronger and stronger.As a beneficial supplement to school education,out-of-school training institutions have a positive effect on meeting the selective learning needs of primary and middle school students,cultivating and developing interests and hobbies,and expanding comprehensive quality.Nowadays,due to the lack of systematic theoretical guidance and policy guidance in the development process of some out-of-school training institutions,various irregularities,such as super-outline teaching,examination-oriented and so on,not only enhance students’ extra-curricular burden,endanger physical and mental development,but also seriously interfere with the normal teaching and enrollment order of schools,impact the formal education system,and cause widespread social concern and attention of relevant state departments.The governance policy of out-of-school training institutions is the action standard formulated by the Party and the state to standardize the development of out-of-school training institutions and promote their healthy development.Over the past decade,the State has introduced a number of policies with a view to correcting and correcting the phenomenon of alienation in the development of out-of-school training institutions in primary and secondary schools.In February2018,the Ministry of Education,in conjunction with the four ministries and commissions,issued 《 the Circular on Measures to Effectively Reduce theExtracurricular Burden of Primary and Middle School Students and Carry out Special Management Actions for Extracurricular Training Institutions》,each province,city and autonomous regions have successively formulated and implemented work programs for the special treatment of out-of-school training institutions in their respective regions.In August,the State Council issued 《Opinions on Regulating the Development of Extracurricular Training Institutions 》[ issued by the State Office(2018)],focusing on the detailed deployment of out-of-school training institutions,codes of conduct,and regulatory systems at the national level.Guilin takes this opportunity to carry out special action on the management of out-of-school training institutions within its jurisdiction,issue a number of policy documents on the management of out-of-school training institutions one after another,ban illegal school-running institutions according to law,and strengthen the supervision of out-of-school training institutions in primary and secondary schools,with a view to strengthening industry self-discipline and maintaining a good educational ecology.So after the policy is issued,what problems exist in the process of policy implementation? How to give full play to its due value and its actual effect?In this study,the author selected the present situation of special governance policy implementation in primary and secondary schools in Guilin as the research object,and took Smith policy implementation model as the theoretical analysis tool.First of all,the governance policy of out-of-school training institutions in our country is combed,taking the time of promulgation as the inspection clue,the development course is roughly divided into three stages: budding stage,developing stage and mature stage,and the value characteristics of out-of-school training institutions governance policy are analyzed and discussed in combination with the three dimensions of value selection,legitimacy and effectiveness.This research mainly uses the questionnaire method and the interview method to carry on the investigation and research to the Guilin primary and secondary school out-of-school training institution special treatment policy implementation effect,relies on the Guilin primary and secondary school out-of-school traininginstitution principal class training project,distributes 150 questionnaires on-site,actually retrieves the valid questionnaire 145,the effective rate is96.6%;At the same time,using the combination of online and offline,10 heads of off-campus training institutions,12 teachers of training institutions,a number of parents and a relevant government staff were interviewed in depth to understand the practical effect of policy implementation.Using SPSS20.0 and EXCEL software for data analysis,from the healthy development of training institutions,investigation and punishment of violations,parents’ understanding of training institutions and future development of training institutions,data and interview records were combined to carry out descriptive analysis of the implementation effect.According to Smith’s policy implementation model theory,the policy content,implementing organization,target group and policy environment were selected to carry out relevant analysis and multiple regression analysis.Among them,the policy content itself and the policy environment have the remarkable forecast to the policy implementation effect,the policy content itself is the most important forecast item.Through the analysis and discussion of the results of the investigation,this study holds that the special treatment policy of out-of-school training institutions in primary and secondary schools in Guilin is effective,reaching the policy goal to a certain extent,effectively rectifying the illegal phenomenon of out-of-school training institutions,and making it develop in a healthy and orderly direction.However,in the course of the survey,many problems were found,such as a slight lack of effectiveness of the policy implementing agencies,the need to further strengthen the implementation of policies,and the need to improve the cognitive level of some target groups,which directly or indirectly affect the effectiveness of policy implementation.Finally,based on the problems existing in the process of policy implementation,this study puts forward corresponding countermeasures and suggestions from four aspects: perfecting the text of policy content,improving the effectiveness of executive organization,improving the level of policy cognition of target group,and optimizing theenvironment of policy implementation,which provides an effective reference for the regular management and orderly development of out-of-school training institutions in the region. |
