In the international competition environment,Marine science and technology has become a focus of national competition and it is an important field which has the most innovative vigor.However,most of innovative projects in the field of ocean energy research institutions is researched by innovator which has not effective mechanism of cooperation with others.The aim of this paper is to propose improvement strategies of Chinese ocean energy industy by studying the cooperation of technologic innovators subject and the innovative system of Chinese marine energy technology in international competitive environment.The content of this paper is as follows:The first part is the current status analysis of domestic and international ocean energy industry in international competition environment.First of all,analyze the definition of renewable ocean energy.Then,the advantage and bottlenecks of Chinese marine energy industry is discussed.Finally,the enlightenment of international ocean energy industry is summarized by surveying literatures which analyzed the technologic innovators and the development status of foreign ocean energy industry.The second part is analysis of cooperation networks between technologic innovators of the ocean energy industry.First of all,the subject technologic innovator is analyzed.Then,based on social network algorithm,cooperation networks between technologic innovators of the ocean energy industry is analyzed by the method of through qualitative analysis of cooperation network atlas and quantitative evaluation of network parameters.The third,optimization scheme of cooperation network parameters is proposed to improve the efficiency of cooperation networks between technologic innovators.The third part is a research of operating conditions of ocean energy technology innovation system in our country.First of all,definition and operational mechanism of ocean energy technology innovation system is proposed.Secondly,evaluation indicators are selected to building evaluation system.Weights and values of these indicators are obtained thought questionnaires and site visits.The third,weights of these indicators are redistributed by entropy method to analyze the influence factors of ocean energy technology innovation system.The fourth,operating conditions is analyzed though FuzzyIntegrated Evaluation algorithm.The conclusion is that China's ocean energy industry technology innovation system operations only achieve a good stage;the efficiency can be improved in future.The fourth part is the improvement strategy of ocean energy innovation system in our country.In order to optimize parameters of the innovation main elements cooperation network and improve the efficiency of ocean energy industry technology innovation system,Some specific improvement measures are given at levels of government,technologic innovators and service support system,specifically.
