Water is the foundation of life.With the advancement of China's socialist modernization process,the quality of water resources has attracted more and more attention from the country.At the same time,due to the shortage of water resources,a series of problems such as unclear definition of water rights,unscientific water resources allocation,and lack of water resources trading mechanisms have arisen at the historic moment.In order to solve these problems,domestic and foreign scholars have reached a certain depth of research on the modern water rights system,which has better alleviated these pressures.This article which first refers to the relevant results of domestic and foreign water rights allocation research is on the basis of respecting the current water use situation in the study area and following the principle of satisfying domestic water and ecological water first.To start with,we will leave 5% of the total water volume as reserved water volume,and then we confirm water rights for the four industries of life,ecology,industry,and agriculture.Then we will design a questionnaire,asking the water conservancy expert group to fill in an anonymous questionnaire,which is supplemented by the Delphi method to establish an evaluation index system.Then we will conduct reliability analysis and establish an FCE-AHP coupling model to allocate the initial water rights of Mishan City.Its hierarchical structure has 4 layers,respectively:The first layer is the target layer,which is Mishan City's “three red lines”total water control indicators for 2020 and 2030;the second layer is the norm layer,including social,economic,natural and environmental norms;the third layer is the indicator layer,which refine the criteria level into 14 specific indicators;the fourth level is the program level,including four industries: domestic water,ecological water,industrial water,and agricultural water.Finally,we will use MATLAB and SPSS software to calculate the weight of each evaluation index.According to the expert scoring situation,the total distributable water volume of Mishan City is allocated to the four industries through the weight of each industry,and finally the results can be compared and analyzed with the actual water rights confirmation results.This study fully combines the current status of water use in the county and takes into account the sustainable development plan of Mishan City,and has obtained a water rights allocation result that is closer to the actual situation.It not only verified the feasibility of the water rights allocation model,but also provided a data reference for the efficient use of water resources in Mishan City.
