Water rights management is the important content of modern property right system and the most strict water resources management system.Water rights trading is conducive to promoting urban and rural water conservation and improves water use efficiency.The distribution and trading mechanism of water rights determined scientifically are not only of great significance to ensure the sustainable development of urban and rural economy and water supply security,but also significant to realize the efficiency and fairness of water resources distribution.The definition and distribution of water rights is an important means to resolve water shortage.Furthermore,the transfer and trading of water rights are key ways to solve the contradiction between local or economic subject after the initial allocation of water rights.At present,water rights management and trading system have not been fully established in our country.Under that condition,it is urgently need to promote the definition of water rights,establish water rights trading system in Hubei province in order to promote the optimal allocation of water resources and strengthen the efficient use of water resources.Combining the most strict water resources management system construction the pilot project in Hubei Province,to research methods,water rights allocation and trading mechanism in Yingcheng as the key point,the paper establishes the initial allocation of water rights and water rights trading model,which provides a theoretical basis and reference for the most strict water resources management system construction in Hubei and other areas.The index system of the initial water rights allocation was constructed following the principle of effectiveness,equity and sustainability.Aiming at the problems of significant correlation of index system and inconsistency of weight preference of initial water rights allocation,Principle Component Analysis(PCA)was applied to the initial water rights allocation to eliminate the impact of correlation.In the method,firstly,Principle Component Analysis(PCA)was proposed to empower the index system,Thereafter,improved AHP and entropy method were adopted to determine weights for multi-lever index system,which eliminated the unilateral result.And game theory was used to carry on the comprehensive integration of index weight.Finally,a comprehensive evaluation method was used to allocate initial water rights of zones in Yingcheng,Hubei province.Compared with other methods,the results are scientific and reasonable.The results of the initial water rights allocation of zones in Yingcheng showed that:they are 0.1843,0.0979,0.1054,0.1003,0.0554,0.1257,0.0982,0.0363,0.0631,0.0469,0.0865 for Gaoguan area,Duangang area,Zhengjiahe area,Zhangfu area,Huiting area,Dafushui area,Dongxichahu area,Laoguanhu area,Longsaihu area,Nanyuan area,Laoxianhe area,respectively.Water supply analysis of each area is calculated based on that ratio,laying the foundation for water use rights trading.In this paper,water resources system analysis and economic theory are used and water use rights trading model of irrigation area is established on the base of supply-demand relation and the production function.In the model,the maximized transaction income of transactors is taken as the goal and the value of the respective water is determined by C-D production function and the supply-demand relation,and Nash equilibrium price and water quantity are bound to determine the transaction volume and transaction income.This model is applied to water use right trading between Gaoguan reservoir irrigation area and water shortage area of Yingcheng city in Hubei province.The results show that with the depth of water saving in Gaoguan reservoir irrigation area,transaction volume is maximal under 50%conditions of current year 2013,planning year 2020 and 2030,which are 37.45 million cubic metres,48.27 million cubic metres,58.29 million cubic metres,respectively;trading amount of dry year of 75%and 85%are reduced among 12.25 million cubic metres to 41.81 million cubic metres,and 2.14 million cubic metres to 15.70 million cubic metres,respectively;conditions of water use right trading are lacked in special drought year of 90%.Water use right trading can not only ease the level of water shortage significantly under 50%conditions of current year 2013,planning year 2020 and 2030 in Yingcheng city and make water shortage rate decreased,but also improve net benefit of Gaoguan reservoir irrigation area by 2.02 million yuan to 705.42 million yuan and improve net benefit of Yingcheng city by 0.88 million yuan to 1.32 billion yuan.But to fully solve the problem of water supply in Yingcheng city for drought year,it is necessary to establish water saving capacity trading income compensation investment mechanism of water saving in irrigation district,mobilize the enthusiasm of water conservation and fully tap the local water saving potential.It is of great significance to establish and improve the water right trading mechanism and the most stringent water management system,improve the utilization efficiency of water resources,guide water saving society construction in China,ensure the safety of urban and rural water supply.
