The initial allocation of water rights has attracted widespread attention in our country recently.In this paper,a water right allocation hierarchy is established in Yellow River Basin.The first level is to allocate water rights from Yellow River Watershed to the provinces.By Analytic Hierarchy Process(AHP),the entire basin is systematically analysed considering the economic,social,environmental and ecological aspects.Also level indicator system is built to apply fuzzy comprehensive evaluation method,thus the water rights for each province could be determined.The second level is to allocate water rights of the whole province to its first,second and tertiary industries based on the fundamental water consumption in agriculture satisfied as well as the different utilities of water.An Inexact Two-stage Stochastic Programming(ITSP) model is provided to address the randomness of the Yellow River inflow as well as the uncertainties in the system.The objective is to maximize the regional economic interests and supply decision-making support for regional economic development.
