Discussion On Water Rights Allocation In Qing'an County Based On Analytic Hierarchy Process

With the advancement of socialist modernization in our country,the rapid development of social,economic,quality and quantity of water resources are put forward higher request,at the same time,also put forward some new ecological water demand,therefore,water resources series of problems have emerged.In view of this,the research on water rights has come into being.In recent years,there have been many researches on the distribution of water rights,and more and more in-depth,which provides a new way to solve the water shortage problem.This paper takes qingan county as the research area,and in response to the total amount of water that is limited by the"three red lines"of the country,the target of total water consumption in 2018 is 5.42×10~8m~3.In clear water right connotation,on the basis of respect for the study area water status quo,in view of the research area total available water resources the water rights,establish with analytic hierarchy process(AHP)is given priority to,supplemented by the mathematical model of fuzzy decision theory in the study area water rights allocation.Firstly,the hierarchical structure diagram is constructed.The first layer is the target layer:the water rights in qingan county are allocated.The second layer is the criterion layer:mainly social,economic,natural and environmental standards;The third layer is the concrete index layer:according to the criterion layer,the development and refinement is the index system;The fourth layer is the solution layer:the distribution of water rights to various industries.Secondly,establish the index system,determine the membership degree of the index,carry out the scale conversion,calculate the weight of each index with MATLAB,and use the consistency judgment to test the reliability of the judgment matrix.Finally,the distribution of water rights of water resources to life,ecology,agriculture and non-agricultural production in the county area is given,and the results of water rights distribution in the study area are obtained,and the rationality of the results is analyzed.This paper fully combined with cutting-edge technology and the present condition of the water resource utilization in the study area,all-round monitoring,adjust measures to local conditions,balancing qingan county economic development planning,and the theoretical results fit well with actual situation of distribution results,provide theory basis for decision makers,the establishment of a mechanism for water resources management system.
