Research On Initial Allocation Of Agricultural Water Rights

At present,water resources shortage and water environment deterioration are becoming more and more serious.The problem of water resources has become an important problem that restricts the development of our society and economy.Agricultural water accounts for more than 70% of China's total water consumption,and the water use efficiency is relatively low.Developing agricultural water saving is an important way to alleviate the current water problem.In the face of various water resources,there must be a more scientific and reasonable arrangement on the system and management,and the establishment of the water right system and the water right market,which combines government regulation and market regulation,has become an inevitable choice for building a water-saving society in China.The allocation of initial water rights is the basis for building water rights system and water rights market,and is also an important prerequisite for strengthening water resources management.This paper fully studies the theory and practice experience of water rights at home and abroad,clarifies the relevant concepts and research scope of the initial water right,determines the principle of the allocation of the initial water right of agriculture,defines the definition of the subject and object of water right and the way of its right of confirmation,and studies the allocation method of the initial water right of agriculture.This paper holds that in China,the initial water right refers to the right and the right to gain the first amount of water resources for a certain period of time.The subjects and objects of water rights in China need to be fully considered in terms of water conditions,water supply capacity and water quality requirements according to specific circumstances.This paper,the initial water right of agriculture was divided into two levels.The first layer was that the initial water right was allocated to agricultural water use in the administrative region.The initial water right was configured in various administrative areas by the multi-objective optimal allocation model,and the initial water rights of agriculture in each administrative region were obtained.The second layer was that the initial water right was allocated to water users from agricultural water use.According to the initial water right allocation results of agricultural water use in each administrative region,combined with the irrigation area,the initial water right allocation quota of agricultural water was calculated,which was used to allocate the water right of agricultural water.Based on this theories and methods,Zoucheng was analyzed as an example,the results of the initial water right allocation in Zoucheng industry and the quota of the initial water right allocation in each administrative region was obtained,and the rationality was analyzed,which could provide the basis for the research results.
