Preliminary Study On The Water Rights And The Initial Water Rights Allocation In A Basin

Nowadays, our country's outstanding issues of water resources crisis haveturned into an essential restrictive factor to economic growth and modernization.What's the worse, that, outdated concept of water resources,improper using of waterresources and inefficiency of water resources management has caused tremendouswaste of water resources, which further aggravates the water resources crisis of ourcountry.Currently, the defination of Water Rights is a bit ambiguous, which has become abarrier to the research of Water Rights and development of water rights transactionsystem. So to clearly define Water Rights, establishment of distribution system forinitial water rights is required. This thesis proposes the new defination for water rightson the basis of researches about water rights from industry experts and the impact towater rights from the theory of property rights. This thesis analyses the influence offoreign water rights system to us and the different water- rights principles of differentcountries formed with society development and water using practice on the basis ofthe evolution of foreign water rights system and some foreign specific systems. Thisthesis analyses our country's existing issues arising from the process of thedevelopment of water right system, indicating the characters of water rights,defination principles and allocation for water rights and allocation models, the modelsmainly composing of two processes: 1 water rights allocation, 2 Water rightsredistribution. This paper mainly studies the water rights allocation.According to research on initial water rights by scholars, this paper proves thedefinition of initial water rights, analyzes the typical cases of initial water rights allocation at home and abroad, and its influence on our country. In this paper, itpresents the principles and methods to initial water rights definition and distribution.It's main methods include: AHP, Demand-decided model by total quantity control,The weight of classification index, Hybrid allocation. On this basis, it presentscomprehensive analytic method. Taking a certain river for example, proportion ofwater allocation is obtained using above-mentioned four methods. Then the furtherproportion of water allocation is obtained with water supply fill rate as weight aftersynthesizing obtained initial four allocation methods.
