Water is a kind of basic resource.It is not only the element of man, but also the substance necessary for industrial, agricultural production and so forth. With the progressing of the world more water is needed, however water is lacking in many parts of the world. Water resources of China are scare too. To solve the problem, an excellent water rights system is necessary.Based on the characteristics and utilization of water resources, according to certain principles, this paper determines the basin area of available water. According to the basin area of available water and the forecasting result of water demand for each year, based on'be required for the whole basin harmonization'principle, determine the initial distribution of the total water area of water, resulting in the total amount of water allocation and water resources available for allocation.According to the basic principles of water allocation, combined with Xiangjiang River water resources and regional economic and social development of the water, the fixed control method, the weight classification, and analytic hierarchy process were applied to the water allocation. Based on the different conditions of inflow rates, this paper selects the appropriate typical year firstly. According to the principle of water balance, this work analyzes the allocation of supply and demand balance.
