| This paper focuses on the impact that the RCEP upgrade will have on the agricultural trade of each member country and China.Firstly,this paper analyzes the development of agricultural trade between China and RCEP member countries,as well as the differences in agricultural-related provisions between RCEP and CPTPP.Then using GTAP to analyze the impact of upgrading RCEP to a higher standard of CPTPP on the agricultural trade and development of RCEP member countries including China.Finally,based on the results this paper provide reference for promoting agricultural openness and cooperation and high-quality development.The results show that: 1)Trade in agricultural products between China and RCEP member countries has been increasing,and there is a wide range of complementarities between the agricultural products of China and each RCEP member country.2)The current new rules related to agriculture are mainly reflected in the pursuit of higher zero tariff levels for trade in agricultural goods,the adoption of negative lists for trade in investment and services,and the rules within borders such as e-commerce and intellectual property rights,and in these aspects,the CPTPP is at a higher level than the RCEP.3)In terms of the agricultural goods trade,when upgrading against CPTPP,the overall welfare level of China’s agricultural development,agricultural GDP,and total agricultural exports and imports will increase,but China’s agricultural output will decrease.Therefore,in order to better prepare for the RCEP upgrade,China should firstly promote the transformation and upgrading of domestic agriculture and enhance the international competitiveness of agricultural products;secondly,align with international economic and trade rules and speed up the opening and reform of the system-based opening of agriculture to the outside world;thirdly,consolidate the achievements of RCEP in force and continue to promote the upgrading of RCEP on the basis of RCEP. |
