The Current Situation Of Rural Homestead Idling And Study On Circulation Countermeasures

The rural homestead system,as an important basic system of China's planned economic system,emerged more than half a century ago and bears the special function of stabilizing the society and stabilizing the peasants.After the "Property Law"promulgated in 2007,the right to use rural house sites became a unique but imperfectly usufructuary right,which so far only included possession and use rights.The restriction on the transition of the right to use rural house sites contradicts the social background of the drastic increase in the mobility of population factors,which not only inhibits the asset capital function of homestead use rights,but also results in a serious waste of farmland resources due to the vacancy of a large number of farm houses.With the improvement of the s economic development level and the development of urbanization,the residential security function of homestead has been weakened and the asset function has been continuously manifested.At present,the reform of the "three plots of land" in rural areas,including the reform of the homestead system,has generally entered the stage of decisive battles before the end of the period.After more than two years of exploration and practice,the homestead "three powers separation" framework has basically taken,and formed some replicable,scalable experience.The speed of development varies widely across the country,and the process of reform of the right to use residential land in rural suburbs is also vary.Based on the investigation of the status of idleness of dwelling houses in Datun Village,Henan Province,the author analyzes the status of idleness of homestead and the causes of idleness in sample,and proposes solutions to solve the problems in these suburban areas.This article mainly uses the case analysis method and in-depth interview method.The author takes Datun Village as the research object.Through in-depth interviews and questionnaires,the author analyzes,considers and summarizes the idle cases of homestead,and analyzes the causes of the idleness of the homestead in the sample area,as well as the obstacles to the circulation of the use right of homestead,the two cores of the current homestead system(One Household,One Housing)—unpaid rationing system and restrictions on the transfer of use rights to house sites were analyzed,and a series of countermeasures and suggestions were proposed,so that inprove the liquidity of Homestead as collateral through a series of measures and creat the conditions for mortgage loan of Homestead.The author's suggestions in the article include the following aspects:Accelerating the process of securing rights in rural residential sites;Establishing a home-based paid exit mechanism;Expanding the asset functions of homesteads;Expanding the reuse model of idle homesteads.
