Research On The Participation Of Rural Collective Economic Organizations In The Revitalization And Utilization Of Homestead In Chongzhou City

As an important part of rural collective construction land,homestead is an important resource of collective economy.Adhering to the integrated development of urban and rural areas and unblocking the flow of urban and rural factors,the huge rural homestead is the main focus of factor flow.As an important special market subject of rural economy,collective economic organizations use it as a carrier to revitalize and utilize rural idle homestead resources.It is the only way to deepen the reform of rural collective property rights system,explore the effective realization form of rural collective ownership,and guide farmers to gradually realize common prosperity and rural revitalization.This paper selects the specific practice of collective economic organizations in Chongzhou City,Sichuan Province to participate in the revitalization and utilization of homesteads.According to the field survey data,it analyzes the current situation and effect of the revitalization and utilization of collective economic organizations in Chongzhou City,and analyzes its typical cases.Summarize its successful experience and problems,and finally put forward countermeasures and suggestions to optimize the revitalization and utilization of homesteads.Firstly,this paper expounds the research background and significance of collective economy participating in the revitalization and utilization of homestead.Secondly,this paper defines relevant research concepts,introduces land rent theory,land property right theory,institutional change theory and multi-center governance theory,and lays a theoretical foundation for subsequent research.Next,combined with the macro data and micro survey data related to the collective development of Chongzhou City and the revitalization of homesteads,the status quo of Chongzhou ’s collective economic organizations participating in the revitalization of homesteads was analyzed.In addition,three typical cases of collective economy participating in homestead revitalization are selected for analysis,mainly analyzing its development process,development model and problems.Based on the current situation and case analysis,this paper summarizes the related problems of Chongzhou collective economic organizations participating in homestead revitalization,and analyzes the reasons.The study found that the current collective economic organizations in Chongzhou City have achieved obvious results in participating in the revitalization of homesteads,but they still face five problems : weak participation of villagers and enterprises,more regional differences in revitalization,higher degree of homogenization of formats,multi-agent conflicts still occur,and obvious constraints of village collective elements.Finally,in view of these problems,this paper puts forward countermeasures and suggestions from five aspects : maintaining multi-party interest coordination,innovating resource revitalization mode,strengthening regional coordinated development,clarifying organizational responsibility status,and exploring multi-party coordination mechanism,so as to provide reference for promoting Chongzhou collective economic organizations to participate in the revitalization and utilization of homestead.
